We don't have a form for E&SC plan transfer verifications because each local program handles things a bit differently, so
we leave it up to them. Some programs will provide a formal letter or a copy of the revised letter of approval,but an email
is acceptable, too. The verification needs to clearly demonstrate that the E&SC plan is being transferred from the current
owner to the new owner. This means both entities needs to be listed, along with the E&SC plan ID number and the project
name and location.
However Durham wants to package that information is fine by us.

documentation? Is there a form that I need to have Durham County fill out?

Hi Mr. Ruggles,
Thanks for providing the additional information. In order to prevent a lapse in coverage, the new owner needs to obtain
their COC before the current one (NCC202716)is terminated. You'll need to provide the new owner's COC number.
Additionally, if your E&SC plan isn't being transferred and no further land disturbing activity will be conducted under
your plan, then you need to obtain E&SC plan close-out documentation from Durham County and upload that in your
NOT. If your E&SC plan is being transferred,you'll need to obtain transfer verification documentation from Durham
County and upload that.

The guidance on the NOT currently says to upload the deed, but that's not necessary—we just haven't updated the form
yet. Please let me know if you have any questions.
