To whom it may concern:
Regarding the recent NOV that is related to the relaxed limits set forth by the SOC on December
31, 2020. The Town of Waynesville was out of compliance with the TSS and BOD’s in
accordance to the DMR submitted for the month of March 2021. TSS non-compliance was from
the following, The belt press that is currently in use for dewatering sludge was out of service for
the majority of the month of March due to bearing failure, specifically the bearings on the
guide rollers for the belt on the press, which in turn left a blanket of sludge in the tank(s). In
addition, the reasoning for the compliance issue for the BOD was a total rainfall amount for the
month of March was 8.06 inches (attached). Some of which was torrential rainfall.
Remediation actions for these noncompliance issues are as follows, the digester that has been
off-line for some time. Within 1-2 weeks, we will have this tank back in service which will allow
the excess sludge blanket to be placed/pumped to the digester. Once we can move the excess
sludge from the adjacent tanks to the digester, the TSS numbers will improve drastically.
Regarding the BOD issue, we are currently working on our I&I issues to reduce/eliminate excess
I&I into the sanitary sewer system. We are keeping a log of replacement/repairs that will aide in
this portion of the SOC.
With the WWTP upgrades and the mitigation efforts to reduce/eliminate the I&I to the sanitary
sewer system and what is essentially out falling to the WWTP, the Town of Waynesville is
making important steps to address these issues and make the WWTP operate more efficiently
