RE: Follow-up written submission - DENC Sediment -laden water release —T-072 Project
Dear Mr. Moore,
As required by the NC General Permit #01000, this 7-day letter is being provided to follow-up
on a sediment -laden water impact to Boring Mill Branch that occurred May 7, 2021, on the
Public Service of North Carolina, Inc., d/b/a Dominion Energy North Carolina (DENC) T-072
Project in Asheville, NC. Our DENC Environmental Compliance Coordinator verbally notified
your office of the incident at 12:06 PM (Asheville Regional Office) on May 7, 2021.
The release information and corrective actions are as follows:
• While open cutting Dry Ferry Road during pipeline installation, the pressure and
vibration from our contractor's equipment promoted an 8-inch water main to fracture in -
situ. The water main was located approximately seven (7) feet away from our
excavation.
• Upon further investigation, the water pipe fracture appears to have been caused by
improper installation practices given the shallow depth of the ductile iron water main, and
the pipe resting directly upon bedrock with no padding/bedding material.
• Due to the volume and flow rate from the damaged main, the sediment -laden water
flowed down Dry Ferry Road for approximately five hundred feet before entering Boring
Mill Branch.
• Sediment -laden water flowed to the branch from approximately 9:30 AM to 11:00 AM
until the City of Asheville could shut-off the line and make repairs.
