Martin, Govemor George T. Everett, Ph.D. Wiliam W. Cobey, Jr., Secretary Director August 22, 1991 Memorandum To: Melba McGee From: SM A. Wilson Through: Ruth C. Swanek 'C. Carla Sanderson Subject: Yanceyville Wastewater Treatment Plant Project Review Form Project No. 92-0062 Caswell County The Technical Support Branch of the Water Quality Section has reviewed the engineering report of the proposed expansion, for the Town of Yanceyville, from their current design flow of 0.25 MGD to 0.45 MGD. Technical Support suggests that the Town consider the following when evaluating the treatment scenario: 1. At the proposed discharge of 0.45 MGD, limits more stringent than 30 mg/1 BOD5 and 4 mg/1 NH3-N would have to be met. Review of the model indicates that, at minimum, a BOD5 limit of 24 mg/1, NH3-N limit of 2.3 mg/1, and a D.O. limit of 5 mg/1 would have to be met during the summer months. These limits are speculative only. A thorough analysis of limitations at the expanded flow of 0.45 MGD will be reviewed upon Yanceyville's formal permit application. 2. The Town is currently evaluating the need for a pretreatment program based on an industrial addition. It is possible that limits based on complex wastewater discharges may be implemented (i.e. metals limits, whole effluent chronic toxicity limit, etc.). The proposed treatment scenarios and costs should take this possibility into account. 3. The Winston-Salem Regional Office expressed concern about the integrity of the main sewer line and its ability to transfer effluent to the treatment facility. The Town should address maintenance/reparation of existing sewer lines. 4. Country Line Creek, where Yanceyville WWTP discharges, is currently classified as "WS-III". However, the WWTP discharge is directly after the water supply intake. Highway 62 (below the treatment plant discharge) was chosen as a convenient boundary for designating the water supply classification. This classification may effect the expanded limits and should be corrected. Although classification boundaries are currently under review, the Town should bring this issue to the attention of Steve Zoufaly, Planning Branch, Water Quality Section. cc: Steve Mauney, WSRO Steve Zoufaly, Planning Branch (Item 4) Alan Clark, Planning Branch Pollution Prevention Pays P.O.
