Todd- As a follow-up to our meeting on 1/12/2005 regarding the potential color limit for Maiden
should Delta Apparel connect, I offer the following comments.
• Current Situation. Based on Delta's current permit which expires 5/31/2006, Delta will need
to comply with a monthly average color limit of 863 ADMI (or lower based on
performance) beginning 10/1/2005, as well as implementing another color treatment
technology by that same date.
• Proposed Connection/Limits. It is the Division's understanding that should Delta connect to
Maiden, Delta will continue to operate their facility as a color pretreatment plant, while
Maiden takes on the treatment for BOD/TSS/etc. Under this connection scenario, the
Division is amenable to setting color effluent limits at Maiden based on the color treatment
performance being acheived by Delta prior to connection, and assuming Delta is complying
with terms of their current permit. A Color Reopener would also be included, which would
allow the permit to be reopened with imposition of additional requirements if data show that
water quality standards for color are being violated.
