Dear Mr. Clark:
This letter serves to transmit speculative effluent color limits for potential
expansion of the Town's wastewater treatment plant to 2.5 MGD capacity. In the
proposed scenario, the Town would treat process wastewater from Delta Apparel's textile
facility in addition to its own wastewaters, and Delta would eliminate its direct discharge
to surface waters.
The previous Speculative Limits letter issued by the Division of Water Quality
established a potential range for effluent color limit. In order to simplify engineering
design of the wastewater treatment system for an expanded plant, the Division hereby
establishes a color effluent limit at 400 ADMI color units. The Division will reevaluate
the limit every 5 years during permit renewal and reserves the right to change the limit
based on the performance of the Maiden WWTP and its pretreatment program.
The speculative limits presented here are based on our understanding of the
proposal and of present environmental conditions. The Division of Water Quality cannot
guarantee that the effluent limitations in any final permit will be exactly as presented
here. Final decisions on these matters will be made only after the Division receives and
evaluates a formal application for permit modification and goes through the public
process associated with the NPDES program.
