The sewer line project, permitted in 2017, included an additional 24- inch PVC and DIP line gravity sewer line. This modification to the standing permit includes a 30- inch DIP gravity sewer line in place of the currently permitted 24-inch line for 229 linear feet immediately upstream of the Crest pump station. On behalf of the City of Shelby, please find enclosed the required permit submittal package for the above referenced project. The submittal package consists of the following: 1. Application Fee Payment ($480.00) 2. Application Form (FTA 04-16)(1 original & 1 copy) 3. Flow Tracking/Acceptance Form (FTSE 04-16)(1 original & 1 copy) 4. Good Morning Mr. Howell and Mr. Mozeley, pv> The Mooresville Regional Office is in receipt of the As -Built Plans for WQ0039314 on July 9, 2019, Review of the plans has resulted in the conclusion that the final certification for this project is deemed incomplete for the following reasons: 1. The peaking factor used to calculate peak flow for Grizzly industry was listed has 1.35 (or 1.803 combined for all). However per Minimum Design Criteria "Peaking factors for pump stations conveying industrial or other process wastewater shall be determined based on actual operating conditions of the facility; however, in no case shall the peaking factor be less than the minimum set forth in Section 2.02A.4.c.c. In no case shall a peaking factor less than 2.5 be used to calculate peak hourly wastewater flows for any pump station" In order for the project be permitted through the fast track program all minimum design criteria's must be met. If you wish to apply for a variance using a lower peaking factor for this project, please contact Christyn Fertenbaugh, (CCed). 2. The gravity sewer lines connecting Manholes 1-5 are all 30-inches in diameter. The permit was issued for 24-inch gravity sewer. A permit modification will be needed to address this issue, 3 The average flow listed for this project for at least this phase of it) .9 G(1. MGD for Grizzly, 0.3 other current 0.1 Other -future). The permit was issued for 1 MGD, in addition to the 0,8 MGD current average daily flow, equal to 1.8 MGD, less than the average flow expected. if you wish to increase the allocated flow a permit modification will be needed, or alternatively the flow listed for this project will need to be reduced; Please let me know if you have any questions Sincerely, Ori Tuvia Environmental Engineer NC C EO f Division of Water Resources 610 East Center Avenue Mooresville, NC 28115 Direct Line: (704) 2 -21 Fax: (704) 663- 04 Ori.toviaancrienrcov mcgd September 3, 2019 Mr. Ori Tuvia NC DEQ Division of Water Resources Mooresville Regional Office 610 E. PIe response to that comment, Comment No. 1: The peak facto has 1.35 (or 1.803 co for pump stations c on actual operating less than the minimu than 2,5 be used to calcutr the projed thro met, Respon project's more reliable equipment insta The prop " ;sign phase. ration from Il the Grizz Further, the City of She inal ce quote o he subject project as provided comment below along with our Grizzly industry was listed Criteria "Peaking factors shall be determined based in no edge shall the peaking factor be In no case shall a peaking factor less flows for any pump station" In order for all minimum design criteria's must be Grizzly flow has been reduced significantly since the in proposed wastewater discharge is based on zly process engineers and inclusion of process water re -use cility. anding Significant Industrial User (SW) program in place and has reached agreement the Grizzly facility in its pre-treatment permit to create on -site flow equalization tanks with a vo ume of 340,000 gallons and assist the industry in limiting its instantaneous wastewater discharge to the Westside basin to 350 GPM for the proposed expansion. Please review the revised design calculations which indicate the amount of each tributary flow planned for the Crest PS and with the associated peaking factors now at 2.5 for all flows. Comment No. 2: The gravity sewer lines connecting Manholes 1-5 are all 30-inches in diameter. The permit was issued for 24-inch gravity sewer. A permit modification will be needed to address this issue, MCGtlLL ASSOCIATES 1240 NW,Fi,..KOR4 MCGILL, Mr. Ori Tuvia September 3, 2019 Page 2 Response No. 2: Due to the expeditious nature of the project's overall original schedule the FTA was submitted early in the design process. During the sustained design process, the City desired to reduce its number of sewer lines crossing under the creek at the pump station and therefore the project's design was modified to combine the existing 1 6-inch diameter sewer with the proposed expansion project's sewer, Therefore, the proposed 24-inch diameter sewers under the creek were increased in size to 30-inches in diameter. As requested by Comment No. 2, please find enclosed with this submission an updated FTA to modify the previous FTA and replace 24-inch gravity sewers with 30-inch gravity sewers.
