On February 14, 2016, staff from the Wilmington Regional Office of the Division of Energy, Mineral and
Land Resources (DEMLR) inspected Beachwalk Subdivision, located in Kure Beach, New Hanover
County, to determine. the status of compliance with the State Stormwater Management Permit Number
SW8 960518 issued on September 9, 1996. DIMLR file review and site inspection revealed that the site
is in compliance with the terms and conditions of this permit. Please find a copy of the completed form
entitled "Compliance Inspection Report" attached to this letter, which summarizes the findings of the
recent inspection.
As indicated in the attached inspection report, the following deficiencies have been resolved:
• In general, erosion has been repaired and sodded on all the conveyance channels and around the
edge of the pond.
• The swale banks have been reshaped and reinforced with riprap in segment D-1 and D-3.
• A pipe has been installed along the swale centerline in segment D-4 to maintain hydraulic
connection always. Higher flows will pass over it.
• Both wet detention ponds have been mucked out and restored to the design conditions as shown
on the approved plans.
• Piping has been added in segment D-5 with a grassed overflow swale on top. The outlet has been
reinforced with riprap.
• The Town of Kure Beach has installed a new drainage system along the road with a new inlet to
the forebay of Pond 2.
• An engineer's certification with cover letter for the stormwater system has been provided (see
attached). Deviations from the approved plans & specifications are noted and/or described in the
cover letter.
As noted in the cover letter mentionedabove, the following changes (not shown on the plans) were made
to improve the system:
• A forebay has been installed at the discharge of pipe segment D-2 to help with pond maintenance.
• Drop inlets have been added to the shallow swale on top of the pipes in pipe segment D-2. This
will help control erosion in the swale.
• The existing drainage pipe on the east side of Pond 2 was extended approx. 20' to discharge into
the forebay portion of the pond.

Subject: Final Stormwater Certification for Beachwalk Subdivision (SW8 960518)
Dear Mr. Pusey,
Please find the final stormwater certification for the Beachwalk Subdivision (SW8 960518) attached. As
discussed during our onsite inspection on February 14, 2017 several minor field adjustments were made
during construction. The most significant changes have been noted below.
1. Segment D1 was graded with slopes stepper than 3H:1V in order to preserve existing mature
Leland Cypress trees along the west bank, stay within the limits of the recorded easement, and to
match the depth of the existing roadway culverts. Additional rip -rap was added near the inlet pipe
from offsite until the location where the swale "straightened out" to reduce erosion potential. The
remaining portion of the swale was sodded with Bermuda and it stable.
2. At segment D2, a stormdrain collection structure was added to receive roadway runoff from
existing concrete flumes, reduce the depth of swale needed to convey runoff across the tops of the
pipes and to maximize depth of cover on top of pipes. Additionally, helical anchors and straps
were added to prevent floatation of pipes.
3. In Pond 1, at D2 inlet, a forebay berm was added to help capture sediment and reduce future
maintenance.
4. The existing roadway drainage pipe on the east side of Pond 2 was extended approximately 20-ft
to discharge into the forebay portion of the pond instead of the main pool.
I trust that this information is sufficient for your approval of this certification and closeout of previous
Notice of Violation. Once we receive confirmation from you that the project has received a compliant
report we plan on submitting for permit renewal.
