Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:* Intend to remodel existing house maintaining side lot lines to avoid encroachment on existing septic system. The septic system sits on the south side of the house. We have been told that we cannot move the septic system to another location because of the existing well, so we are building what we need in the space that we have. We will be using the house as a second home on weekends. It will be lifted off the ground 10' to bottom of finished first floor and placed on wood piers with masonry piers on roadside of house. We plan to extensively landscape on the riverside of the home at both corners of framed addition and deck area to catch any runoff from gutter systems and roofline. We will have unfinished area below the deck. D. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.* To minimize impact, we plan to build a raingarden with 5 shrubbery and perennials that will sit at the end of the proposed framed master bedroom addition (on plat, it shows a 12" hardwood near the old deck which will be removed). Gutters will be added to the roofline and downspouts will channel the water into the raingarden on that end, and at the other end near the southern end of the deck, we will also have shrubbery and flower bed. We will attempt to grow grass under the raised deck and keep the finishing pervious to rainfall under the deck. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.* Boards on the deck will be wide -spaced to allow rainfall to pass through. Gutters and downspouts on roofline (see previous section). 2. Buffer Mitigation 2a. Provide a description of your mitigation plan.* Per the attached plan, we will use both eastern corners of house (on waterside of house) to create raingardens/flower beds to collect gutter runoff. Each garden will have 3-5 small shrubs such as encore azaleas and a variety of perennials such as zebra grass or coreopsis. At the southern side, we will have a butterfly bush along with the other aforementioned plants. There is existing grass in the area where the deck will go, and we will plan to keep that to mitigate any water dripping through the deck. In addition, we will plant small mounding bushes or flowering plants in front of the existing row of 12" stone which will run under the front edge of the deck. Those rocks were placed by the previous owner many years ago, and they have grass growing between them. 2d. We are in danger of losing our contractor who has signed on to the job because of repeated set -backs in the plans due to mis-information about the septic issue and building on the buffer. Perdue 171 Hilltop lane, washington For question 1 c on Diffuse Flow Plan page I am not sure that I understand this because we will not be creating a large amount of runoff across buffer. This is a starred question, so I am creating this document. Our plan is gutters on edge of roof that run into downpouts that go into corregated drainline that spills into raingarden areas on both sides of house.
