Dear Vanessa E. Manuel,
This letter is in response for the NOV & Intent for Civil Penalty issued April 22,2021 for exceeding several of our
weekly and monthly average parameters for the month of February. It is believed that these parameters were
exceeded due to back-to-back rain events. We have EQ basins to aid in these events; however, these EQ basins
are designed to be pumped or drained back in the system during lower flows to empty to allow basins to be used
for next event. When we have back-to-back event, we are not allowed to do this. With the higher flows the
loading on the plant affects detention time of plant not allowing some treatment process to have time to take
place. We had 10 rain events for the month of February. Monthly flow average was 4.65 MGD making our total
flow for the month 130.157 mgd/month, which is greater than previous months.
