Please find attached the January 2021 NDMR and NDARs for Permit .No. WQ0003396 for Arauco
North America, Inc. The facility's connection to the City of Sanford Wastewater Pipeline was
completed the first week of November and as part of the commissioning process, the pump
power to the irrigation fields was disconnected to be used for the wastewater pipeline pumps
and no discharge occurred at the facility. After October 5th there has been a permanent
discontinuation of Irrigation usage as a result of wastewater pipeline commissioning.
Also, On November 12, 2020 central North Carolina and the Moncure region experienced
excessive rainfall due to residual effects of Hurricane Eta. The Arauco — Moncure facility
experienced in excess of 6 inches of rainfall in less than 24 hours and between 6-8" in 72 hours
due to this severe storm activity. No breach of the wastewater ponds occurred during this event,
but lagoon freeboard was severely reduced, as all ponds are open air. This was noted via formal
state notification on November 19th,.2020. Since then the continual rain has posed a continual
challenge to the facility for maintaining freeboard levels, as seasonal'weather has not permitted
a break is rain substantial enough for consistent compliance since. Also, the only way to regulate
freeboard level in pond 5C is to transfer volume to 5D. In order to maintain some freeboard in .
5C, a significant amount of water from 5C had to be transferred to 51), reducing pond 5D's
freeboard further. While intermittent compliance has been achieved on numerous occasions, the
weather has not allowed consistent pond levels of 1' for more then a few days before rainfall
hinders the freeboard. The facility maintains a commitment to bring the freeboard levels into
consistent compliance as soon as possible accounting for compliance conditions in the facility's
Industrial User Permit and the seasonal rain.
