I have spoken with my contractor and we confirm and understand #1 and #2. Also for further information
another water source comes from the top of the hill on the neighboring property that feeds the stream and the
neighbors pond. Your number 2 cut off and did not finish the last sentence so I am unsure what you are saying
after "From what I remember of...."

Hi Mr. Easter, after reviewing your application there are two additional items/confirmations needed.
1. Please confirm that you/your contractor understand and can meet the DWR certification requirement to
"dewater" the work area while work activity is taking place. This is primarily a concern for the dam
installation. Clean, upstream water should be pumped or otherwise diverted while the dam and riser are
being installed to prevent sediment runoff/muddying of the water..
2. Please confirm that you/your contractor understand that DWR requires a minimum flow release in the
pond design. This means that no matter what the level of the pond is, base flow coming in will be
released below the pond. Storage/pond detention can only be of extra flow, otherwise we'd have an
indirect impact of removal of best use down below. This is especially an issue during filling of the
pond and/or when the drainage area is small and/or an intermittent stream. From what I remember of
the
Additionally, we recommend that you contact the Division of Energy, Mineral, and Land Resources, who
regulate dam structures, to confirm with them that no additional permitting from their office will be required
for your project. They are a separate entity to us. The county contact for Davidson is Blane Houck,
blane.houck@ncdenr.gov or 336-776-9660.
Please let me know if you need clarification for items #1 or #2. We will hold the application review until we
receive your response. Your response back for confirmation of your understanding for items #1 and #2 will
conclude any additional information DWR will need to process the application.

Is there any way to check the progress of getting the NC Certificate? I paid the fee on the 16th, and was not
sure how long it would take after that step. Thanks for all your help.
