SECTION 0100 - EXCAVATING, GRADING & BACKFILLING
lcOl SCOPE: The work covered by this section of the specifications
consists in furnishing all plant, labor, equipment, supplies and materi-
als and in performing all operations in connection with the excavations,
grading and backfilling, including borrow, drainage structures, curb and,
gutter, sidewalks, driveways, pavements, slopes, storm drains, water and,
sanitary sewer lines, including all hauling, wetting, rolling and other
operations pertaining thereto within the clearing limits, complete, in
strict accordance with this section of the specifications and the appli-
cable drawings, and subject to the terms and conditions of the contract.
Prior to any work, the Contractor shall refer to the provisions of SGC
14 - Subsurface Conditions.
1.02 EXCAVATION, UNDERCUTTING, BORROW, EMBANKMENT:
A. EXCAVATION: All excavation shall be performed in accordance
.with the grades and lines designated by the Engineer and
as required.by the work to be performed. Excavation shall
include the removal of all concrete, curb, rock, earth,
fences, trees, shrubs, and other materials, excepting trees
having a diameter of 6" or more, measured 4 feet ahove the
ground, which shall be paid for as outlined in Section 0100-
1.16 "Clearing and Grubbing". Care will be exercised by the
Contractor to prevent undercut lower than the required sub -
grades. In the event such undercutting takes place, the
areas so cut will be backfilled as provided for in Paragraph
1.02E on Embankment.
All materials from excavation,which are considered suitable
by the Engineer shall be used as embankment wherever required,
and the Contractor shall arrange his work so that this usage
of excavated material will be possible. Surplus materials
from excavation, if any, shall be disposed of as directed by
the Engineer. No payment for overhaul will be allowed under
2,500 feet.
B. EMBANKMENT: Where existing grades require the use of embank-
ment or fill to reach the required section elevation, the
Contractor shall deposit suitable spoil material from exca-
vated areas. Such spoil material shall be free from debris,
roots, trash, stones, or other harmful substances, and shall
be placed in successive layers of loose material not more
than 8-inches in depth. Each layer shall be spread uniform-
ly by the use of a tamping or three-wheeledpower roller
until thoroughly compacted to 90 percent of maximum density
obtained at optimum moisture content, as determined by the
A.A.S.H.O. Standard Method T-99.
When any portion of the embankment is constructed on an old
road bed, the existing surface shall be scarified and manipulated
as directed by the Engineer in order that, when compacted, it
shall have a uniform density, as specified above.
Embankments or fills shall be maintained at all times, during
their construction, so as to prevent an accumulation of standing
water in the event of rain.
C. UNDERCUTTING: Any undercutting, unless authorized by the Engineer,
shall be replaced and compacted, as specified for embankment,
at the Contractor's expense. If the material, after excavation
to subgrade is found to be soft, spongy or unfit for use as
subgrade, such unsuitable material shall be removed to a depth
as directed by the Engineer and the subgrade shall be brought to
proper elevation by filling with suitable spoil from excavation
elsewhere.
D. BORROW: The Contractor will supply the site for all borrow neces-
sary in this work. The Contractor will provide all labor and
equipment necessary to dig and haul such borrow. The placing
of borrow shall be as provided for in the paragraph on Embankment.
No overhaul will be allowed. Digging, hauling and placing of
borrow will be paid for as specified under Payment.
E. GRADING & SLOPING BANKS: Where it is necessary to terrace or
slope banks, either in the street right-of-way or behind the
property line, the Contractor is hereby notified that this work
will be considered common excavation and paid for as such. In
grading these banks a slope of 1-41 to 1 will generally be held
except in cases where it is necessary to build retaining walls
or otherwise change this slope in order to protect property or
meet other conditions. In these cases, the slope shall be as
designated by the Engineer.
In the event that fill is required at the property line, this
fill will be extended level with the top of the sidewalk (or
level with the final grade at the property line where sidewalk
is not installed) at least one foot behind the property line and
then carried on a 2 to 1 slope back on the property until it
intersects the property grade.
Sloping in either cut or fill sections shall be accomplished on
straight grades as near as possible and fine grading and cleaning
shall be done with a hand rake. This surface shall be prepared
in such a manner that it is ready for fertilizing and seeding
when completed.
F. EXCAVATION FOR DRAINAGE STRUCTURES: This item consists of the
necessary excavation for the foundation of bridges, pipe and box
culverts, and all other drainage structures for which foundation
excavation is not otherwise provided under the individual items;
necessary excavation for underdrains; disposal of all excavated
material; all necessary bailing, drainage, pumping, sheeting,
and bracing; and the construction of cribs and cofferdams,
including the furnishing of materials therefore, all as speci-
fied and in conformity with the requirements of these structures,
as shown on the drawings.
1.03 EXCAVATION & BACKFILLING FOR WATER MAINS, SANITARY SEWER A STORM
DRAINS: Excavation of trenches for all pipe lines shall be done to line and
grade as designated by the Engineer. The width of trenches shall not be,greater
than necessary to permit satisfactory jointing and thorough tamping of the .
bedding material under and around the pipe. The bedding surface shall provide
a firm foundation of uniform density through the entire length of the pipe.
Recesses shall be excavated to accomodate bells and joints. The bottom of the,
trench shall be carefully shaped and rounded to the shape of the lowest 1/4 of
the outside circular portion of the pipe for its entire length, and when neces-
sary, shall be tamped to secure uniform, firm support. The material used for
bedding and backfill shall be selected material from the excavation or borrow,
as approved by the Engineer.
A. UNDERCUTTING: Any undercutting in good soil shall be replaced
at -the Contractor's expense, aqd the repl.acement material shall
be compacted to 90% of maximum density obtained at optimum
moisture content, as determined by A.A.S.H.O. Standard Method
T-99. In the event that the material encountered at pipe grade
is found to be soft, spongy, or in any other way unfit, the
Contractor shall notify the Engineer immediately. If instructed
to remove the unsuitable material to a specified depth, the
Contractor shall do so and replace same with borrow material
acceptable to the Engineer. This material shall be placed in
layers not to exceed 6-inches in thickness and compacted to 90%
of maximum density .by the method described above.
B. BACKFILL: Before backfilling is commenced over pipes and in-
stallations, fine earth, sand or rock dust shall be solidly
tamped around and above the pipe to a depth of eighteen (18) inches
above the top of the pipe. Care shall be taken to prevent any
disturbance to the pipe or damage to newly made joints. The
filling of the trench shall be carried on simultaneously on both
sides of the pipes in such a manner that injurious side pressures
do not occur. No separate payment shall be made for the excavation
or backfilling for water mains, sanitary sewers: or storm drains.
Sheeting and shoring generally should be removed only when the
trench below it has become substantially filled, and every per -
caution shall be taken to prevent any slides of material from
the sides of the trench onto or against the pipe.
The material for backfilling, unless otherwise specified, shall
be earth, loam, gravel or quarry spoil from trenches and free
from stones larger than two (2") inches in diameter. It shall
be free from all perishable and objectionable materials. Before
placing any backfilling, all rubbish, form, blocks, wires or
other unsuitable material shall be removed from excavation.
The backfilling shall be placed in layers not over six (6") inches
thick to.a depth of at least eighteen (18") inches above the top
of the pipe and compacted to a minimum density of 90 percent as
determined by the modified A.A.S.H.O. Standard' Method T-99. If
permitted by the Engineer, after pipe has been covered to a depth
of eighteen (18") inches, puddling shall be used, and the trenches
shall be filled with water as backfilling progresses. Stones
used in the puddled backfill shall not be larger than thr-c (3")
inches in diameter and enough earth shall be used to fill all voids
completely.
C. EXCESS MATERIAL (SPOIL): Excess material from excavation which
is not required for proper backfilling. of the trenches is the
property of the Contractor and such spoil shall be loaded and
removed by the Contractor to designated dumping areas or as
directed by the Engineer.
No payment for overhaul will be allowed under 2,500 feet.
D. SHORING, SHEETING AND WELL -POINTING: Shoring, sheeting, or
well -pointing will be used where and as required, in order to
prevent damage to existing facilities or structures, or as a
matter of safety, or as directed by the Engineer. Wherever
groundwater is encountered the Contractor shall install such
shoring., sheeting, and well -pointing as necessary and carry on
the construction in such manner as to provide the best possible
laying conditions. He shall remove all water which may accumu-
late or be found in the trenches or other excavations made under
this contract by pumping or bailing, and no pipe shall be laid
until such water has been removed from the trench. The Contractor
will not be permitted to drain water through the sewer within a
period of twenty-four hours after the pipe is laid, and the
open end of a pipe in the trench shall be kept closed with a tight
fitting plug to prevent washing of dirt or debris into the sewer
line. Water so removed from the trench must be disposed of in
such manner as not to cause injury to the public health or to
public or private property, or to work completed or in progress,
or cause any interference with the use of the streets by the
public. The costs of shoring, sheeting, and well -pointing as
required are included in the unit prices as bid for sanitary
sewers, storm drains, water lines or excavation as applicable
and there shall be no additional cost for these items.
E. CUT -BACK OF PAVEMENT REQUIRED: When pipe lines are placed under
existing.pavements, a cut -back of the pavement of 12" will be re-
quired on each side of the ditchline. After the pipe line has
been laid and backfilled in accordance with paragraph 1.03E an
8" compacted base of marl -type rock shall be placed over the
total width of the pavement cut. After manipulation and the com-
paction, this base shall be 2 inches below the level of the ad-
jacent pavement. A wearing surface of 2 inches of bituminous
concrete, Type I, shall then be applied over this base in such a
manner as to, when rolled, match the grade of existing pavement.
1.04 GRADING & PREPARATION OF SUBGRADES:
A. ASPHALT PAVEMENT: After all excavation, undercutting and back -
filling have been completed, the subgrade shall be properly shaped
and compacted. The area to be compacted shall include all areas
beneath pavement and curb and gutter and shall extend at least
one foot behind the back of the curb. The degree of compaction
of the top six inches over this entire area shall be at least
95% of that obtained by compacting a sample of the soil or ma-
terial with the equipment and in the manner prescribed by the
A.A.S.H.O. Method T-99, so that it conforms to the lines and
grades as shown and shall be brought to a firm, unyielding condition
before any base course, surface course, or pavement is placed
thereon. If the subgrade does not contain sufficient moisture for
compaction, it shall be wetted as directed by the Engineer.
All soft and yielding material, boulders, loose stones, or any
other unsuitable materials in the subgrade which will not readily
compact shall be removed and replaced with suitable material which
shall then be thoroughly compacted. All roots, stumps a n d other
perishable matter encountered in the preparation of the subgrade
shall be removed to a depth of not less than two feet below the
surface of the pavement, Unless otherwise directed by the Engineer.
Any portion of the subgrade inaccessible to the roller or rolling
equipment shall be thoroughly compacted with hand or mechanical
tampers.
B. CURB & GUTTER: The subgrade shall be constructed true to grade
and cross sections as shown on the drawings. The subgrade shall
be of materials equal in bearing quality to the subgrade under
the adjacent roadway or street and shall be placed and compacted
to conform with applicable requirements of the above paragraph.
All roots, stumps, and other perishable matter encountered at the
subgrade shall be removed to a depth of not less than 4" below
the subgrade and undercut filled and compacted with select material.
Excavation to an elevation slightly above finished subgrade shall
be completed prior to setting of forms. The subgrade shall be
maintained in a smooth, compacted condition, in conformity with
the required section and established grade until the concrete is
in place. The subgrade shall be wet down sufficiently in advance
of the placing of the concrete to insure a firm and moist condition.
In cold weather, the subgrade shall be so treated, protected, and
prepared as to produce a satisfactory subgrade entirely free from
frost when the concrete is deposited.
C. SIDEWALK & DRIVEWAYS: The subgrade shall be constructed true
to grade and cross section as shown on the drawings. In areas
where sidewalks or driveways are to be poured, the following con-
ditions will be observed relating to compaction of the subgrade:
I. Where good firm material (original material, not fill) has been
carefully graded, so that no undercutting has occurred, this
material shall be considered acceptable subgrade, upon approval
by the Engineer.
2. Where fill material has been placed, where undercutting has
occurred, or where loose or unsuitable material is encountered,
such fill or loose material shall be compacted to 90% as speci-
fied above for Embankments.
3. Where roots, stumps or other perishable matter is encountered
at the subgrade they shall be removed to a depth of 4" below
the subgrade and such undercuts shall be treated as specified
in 2 above.
In cold weather, the subgrade shall be so treated, protected,
and prepared as to produce and provide a satisfactory subgrade
entirely free from frost when the concrete is deposited.
All subgrades shall be graded and protected so as to prevent an
accumulation of standing water, and consequent subgrade satur-
ation, in the event of rain.
1.05 BACKFILLING FOR DRAINAGE STRUCTURES: Backfilling around and adjacent
to all drainage structures shall be as specified in paragraph 1.03B.
1.06 BACKFILL OF CURB & GUTTER & SIDEWALKS: Immediately after the re-
moval of forms for curb and gutter, sidewalks and driveways, the space between
the back of the curb and sidewalks shall be backfilled, smoothed off and main-
tained so as to prevent the accumulation of standing water in the event of rain.
1.07 SALVAGE OF USABLE MATERIALS: All usable materials such as granite
curbing, paving blocks, brick, castings, pipe, etc., removed during excavation
shall be the property of the Owner and shall be delivered to the location of
the Engineer's direction. Care shall be taken that granite curb, when encoun-
tered, shall not be broken into short lengths, but shall be delivered in the
same lengths found in place when encountered. Loss or unnecessary damage to
any such items shall be considered the Contractor's responsibility, and the
Owner shall take credit for such loss or damage when deemed advisable by the
Engineer.
1.08 FINISHING SLOPES AND SURFACES: The surface of all areas of earth
and other materials shall be finished to a reasonably smooth and compact surface
substantially in accordance with the surface lines, cross sections and elevations
indicated, on the drawings, or as established by the Engineer.
1.09 PROTECTION OF TREES: Trees shall be removed only where it is
found to be absolutely necessary. These trees to be removed will be designated
by the Engineer. The Contractor shall take all possible precautions to insure
that all other trees are not damaged.
1.10 METHODS OF MEASUREMENT:
A. EXCAVATION & BORROW: The unit of measurement for excavation shall
be the cubic yard, which will be computed by the average end -area
method from cross sections taken before and after the excavation
and borrow. The yardage to be paid for under this section of the
specifications shall be the number of cubic yards of materials,
measured in its original position and removed from the excavation
and borrow areas. The measurement will include the excavation
below grade of unsuitable material, where ordered, and allowance
will be made on the same basis for suitable excavation as replace-
ment. The measurement will not include the yardage excavated with-
out authorization beyond the normal slope lines nor the yardage
of any material which is used for purposes other than those directed.
B. The salvage of usable material, removal of excess material, the
finishing of slopes and surfaces and the forming of fill, embank-
ments and subgrade will be considered as a subsidiary obligation
of the Contractor and will be covered under the contract unit
price for excavation.
C. EXCAVATION AND BACKFILL: All excavation and backfill in connection
with drainage structures, water mains, sanitary sewers, storm
drains, curb and gutter, sidewalk and driveways shall be considered
a subsidiary obligation of the Contractor, for which payment
shall be included in the unit price for the basic item.
1.11 PAYMENT:
A. EXCAVATION: The yardage of excavation and borrow measured as
hereinbefore specified, will be paid for at the contract unit
prices per cubic yard for excavation and borrow respectively, which
payment shall constitiute full compensation for all labor, equipment,
tools, supplies and incidentals necessary to complete all items
of work, including all hauling, construction of fills and embank-
ments, spreading, rolling, wetting and compacting of subgrades,
finishing and protection of completed slopes; and surfaces, and
disposal of all surplus and unsuitable materials, as indicated
on the drawings and as.specified herein.
1.12 AREAS TO BE CLEARED AND GRUBBED:
A. Unless clearing limits are otherwise designated, the street right-
of-way lines shall normally constitute the clearing and grubbing
limits.
B. Special conditions may require that areas other than street -rights -
of -way be included within clearing and grubbing limits; in case
the limits will be clearly designated on the plans.
1.13 CLEARING: Clearing shall consist in the felling, cutting up, and .
satisfactory disposal of the trees and other vegetation designated for removal.
1.14 GRUBBING: Grubbing shall consist of the removal of all stumps
and roots having a diameter of three inches or larger, to a depth of at least
three feet below the subgrade, and the disposal thereof.
1.15 DISPOSAL OF CLEARED AND GRUBBED MATERIAL: All timber, logs, roots,
brush, etc., from the clearing and grubbing operation shall be removed from the
site and disposed of by the Contractor.
1.16 PAYMENT: Payment shall be at the unit price stated in the proposal,
and shall include all labor, equipment, tools and incidentals necessary to.com-
piete the work specified above.
SECTION 1600 - LANDSCAPING - EROSION and SEDIMENT CONTROL
A. General
The Contractor shall provide all labor, materials, equipment,
tools, and perform all work and services necessary for or incidental
to landscaping as required by these specifications and/or shown
on the plans.
All supplementary or miscellaneous items, appurtenances or
services necessary for a complete job. shall be furnished as a
part of this work, although such work shall not necessarily be
shown or specified.
All work shall comply with the regulations. of the North Carolina
Sedimentation Control Act of 1973. All erosion control devices
shall be installed and maintained as required by the North
Carolina Department of Natural Resources and Community Development.
Such measures may consist of berms, dikes, drains, and sediment basins,
or use of fiber mats, woven plastic filter cloths., gravel, mulches,
bituminous spray, and other erosion control devices or methods. All
erosion and sediment control devices shall be approved by the
Engineer prior to installation.
B. Landscaping
1. The work includes seedbed preparation. liming, fertilizing, seeding,
and mulching of all disturbed areas. The work also includes those
areas inside or outside of limits of construction that are disturbed
by the Contractor's operation.
2. The ground surface shall be clear of stumps, stones, roots,
cables, wire,..grade stakes, and other materials that might
hinder proper grading, tillage, seeding or subsequent
maintenance operations.
3. Where lawns are to be planted in areas that have not been
altered or disturbed by excavating, grading, or stripping
operations, prepare soil for lawn planting as follows:
Till to a depth of not less than 6".
Apply soil amendments and initial fertilizers as
specified.
Remove high areas and fill in depressions.
Till soil to a homogenous mixture of fine texture,
free of lumps, clods, stones, roots, and other
extraneous matter.
4. Grades on the area to be seeded shall be maintained to a true
and even condition. Maintenance shall include any necessary
repairs to previously graded areas.
5. All graded areas shall be thoroughly tilled to a depth of at
least four (4) inches by plowing, disking, harrowing, or other
approved methods until the condition of the soil is acceptab-le.
On sites where soil conditions are such. that high clay content
and excessive compaction cause difficulty in getting clods and
lumps effectively pulverized, the Contractor shall use the rotary
tillage machinery, until the mixing of the soil Is acceptable and
no clods and clumps remain larger than 1 1/2 inches in diameter.
A firm and compact seedbed is required, and after being graded, the
seedbed shall be lightly compacted with a land roller such as a
cultipacker before and after seeding.
6. Limestone shall be dolomitic agricultural -ground limestone containing
not less than 10 percent magnesium oxide and uniformly applied at a
rate of 2000 pounds per acre prior to preparation of seedbed.
7. Fertilizer shall be the standard commercial product uniformly
applied at a rate of 1000 pounds per acre of 1Q-10-10 analysis.
8. The fertilizer shall be incorporated into the upper three or
four inches of prepared seedbed just prior to the last tillage
operation, but in no case shall be applied more than three days
prior to seeding. Fertilizer shall be used immediately after
delivery or stored in a manner that will not permit.it to harden
or destroy its effectiveness. Whenhydroseeding equipment is
used for seeding, fertilizer shall be applied simultaneouly
with seed, using the above rates of application.
9. Seed shall be certified seed or equivalent based on North Carolina
Seed Improvement Association requirements for certification. All
seed shall be furnished in sealed standard containers. Seed
which has become wet, moldy, or otherwise damaged prior to seeding,
will not be acceptable.
10. Seeding shall be accomplished with.power-drawn planters. And land
packer or hydroseeding equipment at the rate of:
From September 15 to April 15; 75 pounds per acre of Tall
Fescue, Kentucky 31 or Alta Tall Fescue.
100 pounds per acre Unhulied Bermuda.
From April 15 to September 15:
75 pounds per acre of Nulled Bermuda.
75 pounds per acre of Tall Fescue, Kentucky 31, or Tall
Fescue.
1% maximum weed seed content permitted.
11. When conditions are such.by reason of drought, high winds, excessive
moisture or other.factors where satisfactory results will not be
obtained, the work shall be stopped and resumed only when conditions
are favorable.
12. Apply 4,000 - 5,000 lb/acre grain straw or equivalent cover of
another suitable mulching material. Anchor mulch by tacking
with asphalt, roving, or netting. Netting is the preferred
anchoring method on steen stores.
13. Method used to apply the mulch shall be mechanical type equipment
and shall obtain a uniform distribution.to permit sunlight to
penetrate to the ground surface.
14. Provide and maintain temporary p y piping, hoses, and lawn watering
equipment as required to convey water from water sources and to
keep.lawn areas uniformly moist as required for proper growth.
Maintain lawns by watering, fertilizing, weeding, mowing,
trimming, and other operations such as rolling, regrading, replanting
as required to establish a smooth, acceptable lawn, free of eroded
or bare areas.
Remulch with new mulch in areas wh.ere mulch has been disturbed
by wind or maintenance operation sufficiently to nullify i-ts
purpose. Anchor as required to prevent displacement. Replace
bare areas using same materials specified for lawns.
