Center Avenue, Suite 301 Mooresville, NC 28115 RE: Application for Gravity Sewer, Pump Station, and Force Main for: 2" Street Sewer Relocation Newton, NC TWC Project No.: 3095-AX. Mr. Tuvia: This project is a CWSRF project that addresses a portion of failing sewer lines within the City of Newton. The project relocates the sewer around an existing warehouse utilizing a new duplex pump station and force main. The City's main water supply line, which is an older AC line also is located in the proximity of the project, which prevents the use of a gravity line for the rerouting of the line around the warehouse. The City has decided that it is best to reinstall this line and re-route a portion of the sewer line away from its current location beneath the warehouse and utilize a force main to limit the depth and disturbance in the road adjacent to the existing waterline, Therefore, on behalf of the City of Newton, we are sending you the following documents for your review and approval for the above -referenced project: One (1) original and one (1) copy of the FTA 04-16 permit application w appendices; a A — Cover Letter o B Application Form (FTA 04-16) o C — Application Fee © a — Project Narrative a E — Flow Tracking/Acceptance Form (FTSE 10-18) o F — Site Maps a G — Existing Permit — (N/A — Not Included) Q H — Power Reliability Plan — (N/A — Not Included) o I — Certificate of Public Convenience/Necessity — (N/A — Not Included) • J — Operational Agreements (N/A — Not Included) One (1) check for $480.00 made payable to NCDEQ; i Street Se City er Relocation f Newton, NC Page 2 of This project replaces existing, failing sewer line, No new services are to be connected, thus there will be no immediate increase i wastewater flow as a result of this project. The pump station sizing was designed to account for peak flows and some future growth based upon information prodded by the City. The City will be securing a qualified contractor to install the Fine. They will begin to advertise for construction on the replacement line upon approval from your office and upon approval from CWWRF, I trust the above information is sufficient for your review however, if you should have any questions or require additional information, please do not hesitate to contact us. DESCRIPTION OF PROJECT Purpose/location of Project The City of Newton is located in the central portion of Catawba County, in the Catawba River Basin (See Figure 1). The City owns and operates their sewer collection system that serves the City. Figure 1: Vicinity Map Overview The proposed project addresses the City's current and future wastewater collection needs within the vicinity of 2nd Street and N. Caldwell Avenue, The project addresses issues with the existing collection system, which runs beneath an existing industrial warehouse and provides an alternative that relocates the collection system out from below the warehouse. The proposed project is needed to continue to provide sewer service to the project area and the contributing upstream sewer basin that is collected by the existing lines within the project area. The lines to be replaced have at least one section of sewer line missing, which allows for sewer to enter into the groundwater and/or allow groundwater to enter the sewer collection system. The project will help remove wastewater from entering the groundwater and help protect public health and improve environmental quality. 2'"` Street Sewer Relocation Newton, NC October 2020 The proposed project involves the replacement/elimination of approximately 2.220 LF of existing gravity sewer lines, all of which are more than 40years o|d Two (2) of these lines are beneath anexisting privately+owned industrial warehouse, These lines have been found tohe severely deteriorated, The City wishes to permanently abandon these lines beneath the building, The project area is located within the City ofNewton (See Figure Z). The project sewer basin is fully developed and according to City Staff, growth and/or redevelopment within the project area's sewer basin isnot anticipated within the next ZUyeaoand very little additional sewer flow isexpected.
