As a reminder, preservation of the Watersof the State can only_be achieved through consistent NPDES..Permit-compliance.,-• • Comments Facility was clean and neat in appearance at the time of the inspection. • 'The ORC logbook and operatorslog was up:to date. Please continue to make sure all maintenance activities are recorded. • Please rememberthat,an annual report is required as stated in the facility's .NPDES`permit. This. report can be done either on a calendar year basis or a fiscal year basis. Concerns Lime feed system. The Division recommends that spare parts be maintained onsite for the mixing unit in the lime slurry tank. The concern is that the alum feed system is not properly sized for Total Phosphorus removal at higher flows. It was explained during the inspection that the complete feed system (2 alum feed pumps) was being used to dose one of the batch reactors to meet the NPDES Phosphorus limit. The operations staff explained that if both batch reactors were online that they could not feed enough alum for phosphorus removal which could result in NPDES permit violations. • Bar Screen. On the day of the inspection the automatic bar screen was out of service. If you have not already done so, please evaluate the system and repair as necessary. • Alarms/SCADA. The Fayetteville Regional Office is concerned there is not enough telemetry at this facility to alert staff of problems after hours. Failure of some of the automated systems at this facility could result in a bypass or wastewater spill. If a large bypass occurs the Director of the Division of Water Resources could require 24 hour staffing to prevent further bypasses. • Actuator valves. The actuator valve on batch reactor #1 has failed and the County is working with the manufacturerto repair orreplace the valve. Please have the manufacture evaluate the valve on reactor #2 to see if it needs to be replace before it fails. Also, from a safety point of view please consider relocating these valves so the operations will not have to lean out over the water to work on them. • Blowers. The operations staff has expressed concern over the blowers (batch reactors and digesters blowers) shutting down during the hot weather periods due to the overheating of the motor oil. The Fayetteville Regional Office understands the Countyy is working with the - engineering firm and the blower manufacturerto correct the overheating problem. • UV. The air scrubber in the UV bath was not operational. Operations staff was having to clean the UV bulbs by hand which is a.labor intensive process. • Filters. Operations staff stated that filters had to be manually backwashed during the decant cycle because the flow was too low for the filters to backwash automatically. • Effluent sampler. The effluent sampler is currently not flow proportional. The facility is working with the instrumentation company to solve the problem.
