On May 16, 2007, this Office received a request from your agent, Southern Environmental
Group, Inc. (SEGi), for verification to utilize Nationwide Permits 12 and 18 for the discharge of
fill material into 0.384 acres of jurisdictional wetlands (0.008 acres permanent; 0.376 acres
temporary impact) and 0.053 acres of jurisdictional waters for the purpose of constructing the
proposed Exton Park Townhomes residential development. The proposed project is located
along the west side of North College Road, north of Blue Clay Road, in adjacent wetlands and
unnamed tributaries to Prince Georges Creek, north of Wilmington, New Hanover County, North
Carolina.
Upon review of your application, we have determined that this request is incomplete and
cannot process the application until we received the following information:
1. While we have conducted a field verification of the wetland delineation, we have not
received a final survey of the jurisdictional waters and wetlands. Please submit a copy, to
scale and sealed by the licensed surveyor, for our reference and review.
2. Please submit detailed profiles, to scale, for all proposed areas of regulated impact to
jurisdictional waters and wetlands.
3. The purpose and need for impacts to wetlands associated with the installation of the
stormwater pipe and construction accesses is unclear, specifically Impact Areas 7 -19.
Based on the information submitted, it appears that some or all of these impacts are
avoidable. Please justify and submit copies of the proposed (or approved) Stormwater
Management Plan and Sediment and Erosion Control Plan.
4. Your restoration plan for any temporary impacts must include a construction
sequence/scheduling as well as the submittal to the Corps of an as-built survey of the
restored area.

5. Your mitigation proposal is incomplete. You state in your application (page 9 of 12) that
the PCN includes the proposed covenant language; however, the attachments did not
include this document. Please submit a copy of the draft preservation document and a
draft recordable map (no larger than 11" x 17") that clearly identifies the surveyed
boundaries of the preservation areas.
6. Finally, we are also in receipt of aPre-Construction Notification application for impacts
associated with a proposed residential development, Parson's Mill Farm, which adjoins
your property to the northwest. You propose to impact wetlands on this adjacent
property for the installation of a sanitary sewer line; however, there appears to be some
minor discrepancies in the widths of the utility easement and amounts of impact
associated with your utility and their proposed road crossings. Please address. In
addition, we require that you evaluate alternative locations for this utility line easement;
accordingly, we strongly recommend that you and Mr. Nathan Sanders (the applicant for
Parson's Mill Farm) work together to insure that both of your projects avoid and
minimize impacts to jurisdictional waters to the maximum extent practicable with
minimal effect on each proposal. Since I will be concurrently reviewing both proposals, I
can facilitate your coordination if we all work together through both of your permit
review processes.
Please submit the above information within 30 days of receipt of this Notification or we will
consider your application withdrawn and close the file.
