Inspection Summary:
Technical Assistance site visit conducted in response to submittal of NOI application for coverage under the NPDES
NCG020000 Stormwater General Permit for mining activities. Met with Charlie Andrews, Owner/Manager, to make site
observations and discuss basic permit conditions. Site was previously covered under a mining permit, which expired and is
in the process of being reinstated. At the time of inspection, some earthen berms, an area of previous excavation and some
stockpiled material were observed onsite. The excavated pit was holding water and there were no apparent outlets. Based or
the NOI application, a temporary basin with no outlet is to be constructed within the initial pit area and two temporary
skimmer basins designed for the 25-year storm are to be constructed within the future pit expansion area to the southeast.
These basins are to receive stormwater flows only as no mine dewatering or other process wastewater flows are proposed.
As mine excavation progresses, the temporary basins are to be incorporated into mine pits such that internal drainage is
established. Once this occurs and there are no potential discharge outlets/outfalls, permit coverage could likely be
rescinded. Prior to the site visit, a discussion regarding information on the application was held with Tracy Davis (consultant)
on April 27, 2021. The receiving body of water for stormwater discharges was determined to be an unnamed tributary to Big
Swamp (Stream Index 14-22), Class C;Sw waters in the Lumber River Basin. The permit requirement to develop and
implement a site -specific Stormwater Pollution Prevention Plan in addition to the erosion control plan that is required as part
of the mining permit application was relayed to the consultant. Staff with the Fayetteville Regional Office have no objections
to issuance of coverage under the NCG020000 Stormwater General Permit.
