4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The site includes the existing Sutton Plant-Delco 230kV Transmission Line right of way. General land use in the project vicinity incudes the maintained line right of way, Duke Energy
Sutton Steam Plant, the Cape Fear River, and undeveloped forested lands and marsh.
4b. Have Corps permits or DWR certifications been obtained for this project (including all prior phases) in the past?*
r Yes r No r Unknown

4f. List the total estimated acreage of all existing wetlands on the property:
Approximately 3.5 acres within the transmission line right of way.
4g. List the total estimated linear feet of all existing streams on the property:
Approximately 125 linear feet of the Cape Fear River within the right of way.
4h. Explain the purpose of the proposed project:*
Structures 113 & 114 are on opposing sides of the Cape Fear River just outside the Sutton SE Plant. These structures would be difficult to access with traditional line construction
equipment if a storm event was to compromise the structures. Additionally, site inspections of the existing wood poles have shown them to be in a deteriorating state. Accordingly,
replacement of Structures 113 & 114 is necessitated.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
Existing wood H-frame Structures 113 & 114 will be removed and replaced with steel I+frame structures on helical pile foundations. All structure replacement work will be completed
utilizing barges to transport materials, equipment and personnel from the Cape Fear River. All work within wetland areas will be conducted from composite mat works pads around the
structures as well as composite mat access to the structures. All project work will take place within the existing right-of-way.
All down guys and anchors for Structures 113 & 114 will be removed. All existing wood piling foundations will be cut off at the ground line.
The replacement of Structures 113 and 114 will result in the lowest sage of the transmission line will be raised 0.61 feet above the mean water elevation. The existing lowest sag
elevation is 77.20 feet above the mean water elevation of the Cape Fear River. The new lowest sag elevation will be 77.81 feet above mean water elevation.
4j. Please upload project drawings for the proposed project.

Duke Energy Progress (DEP) plans to replace two old wooden H-frame structures on the Sutton
Plant — Delco 230kV Transmission Line in Wilmington, North Carolina.
Purpose/Need
Structures 113 & 114 are on opposing sides of the Cape Fear River just outside the Sutton SE
Plant. These structures would be difficult to access with traditional line construction equipment if
a storm event was to compromise the structures. Additionally, site inspections of the existing wood
poles have shown them to be in a deteriorating state. Accordingly, replacement of Structures 113
& 114 is necessitated.
Project Scope
Existing wood H-frame Structures 113 & 114 will be removed and replaced with steel H-frame
structures on helical pile foundations. All structure replacement work will be completed utilizing
barges to transport materials, equipment and personnel from the Cape Fear River. All work within
wetland areas will be conducted from composite mat works pads around the structures as well as
composite mat access to the structures. All project work will take place within the existing right-
of-way.
All down guys and anchors for Structures 113 & 114 will be removed. All existing wood piling
foundations will be cut off at the ground line.
The replacement of Structures 113 and 114 will result in the lowest sage of the
transmission line will be raised 0.61 feet above the mean water elevation. The existing lowest
sag elevation is 77.20 feet above the mean water elevation of the Cape Fear River. The new
lowest sag elevation will be 77.81 feet above mean water elevation.
No channel closures area anticipated for the duration of the project. The construction contractor
will be in compliance with all US Coast Guard requirements related to activities while operating
on the Cape Fear River. No in -water construction activities are required for this project beyond
the use of a barge to transport materials, equipment and personnel.
The anticipated project schedule is from 5/2/2022 through 7/1/2022.
Environmental Concerns
Jurisdictional Areas
No impacts to jurisdictional areas will occur as of result of the proposed work, since all work will
in wetland areas be conducted from composite mat work pads as well as composite mat access
to the structures.

NOTE 1. The ruling span tensions above were determined from the as -built PLS-Model using the ruling span method. The ruling span
tensions above are approximate and should not be used for design purposes. For design, refer to the as -built PLS-Model. The PLS-Model will
include tensions determined using the finite element method.

GENERAL NOTES:
1. This drawing reflects the updated stationing and survey details obtained by the Li DAR survey flights performed in 2010-2012. Please refer
to original plan & profile drawings TD-11418 for property owner information, previous survey and stationing, easement documentation and
other details that may or may not be duplicated on this sheet.
2. Phasing is provided based on original plan & profile drawings. All substation phasing is read left to right looking out of the substation
terminal. Intermediate phasing detatils are the result of a change in conductor configuration. Phasing provided for a vertical or delta
conductor configuration reads from top to bottom phase. Phasing provided for a horizontal conductor configuration reads from left to right
looking line ahead according to the PLS Stationing.
