Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site includes the existing Sutton Plant-Delco 230kV Transmission Line right of way. General land use in the project vicinity incudes the maintained line right of way, Duke Energy Sutton Steam Plant, the Cape Fear River, and undeveloped forested lands and marsh. 4b. These structures would be difficult to access with traditional line construction equipment if a storm event was to compromise the structures. Additionally, site inspections of the existing wood poles have shown them to be in a deteriorating state. Accordingly, replacement of Structures 113 & 114 is necessitated. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Existing wood H-frame Structures 113 & 114 will be removed and replaced with steel I+frame structures on helical pile foundations. All structure replacement work will be completed utilizing barges to transport materials, equipment and personnel from the Cape Fear River. All work within wetland areas will be conducted from composite mat works pads around the structures as well as composite mat access to the structures. All project work will take place within the existing right-of-way. All down guys and anchors for Structures 113 & 114 will be removed. All existing wood piling foundations will be cut off at the ground line. The replacement of Structures 113 and 114 will result in the lowest sage of the transmission line will be raised 0.61 feet above the mean water elevation. The existing lowest sag elevation is 77.20 feet above the mean water elevation of the Cape Fear River. The new lowest sag elevation will be 77.81 feet above mean water elevation. 4j. The anticipated project schedule is from 5/2/2022 through 7/1/2022. Environmental Concerns Jurisdictional Areas No impacts to jurisdictional areas will occur as of result of the proposed work, since all work will in wetland areas be conducted from composite mat work pads as well as composite mat access to the structures. CAMA Buffers There are no permanent impacts to CAMA buffers. All work occurs within the existing ROW. All heavy equipment within the CAMA buffer will be on composite matting to avoid ground disturbance. DEP has received a Certification of Exemption From Requiring a CAMA Permit from the N.C. Division of Coastal Management. Protected Species No impacts to protected species will occur as a result of the proposed work. Cultural Resources No impacts to cultural resources will occur as a result of the proposed work. Erosion Control Plan An erosion control plan will be required for the proposed work. DEP is currently developing an erosion control plan to be submitted to NCDEQ. Floodplain Permits Floodplain permits will be from New Hanover and Brunswick Counties for the proposed work.
