Dear Ms. Beckwith:
I have enclosed a set of plans, a PCN application for NWP #14, and a vicinity map relative to the
proposed road widening project on SR 2793 Cedar Creek Road, Buncombe County, NC.
We propose to improve SR 2793 Cedar Creek Road. Improvements include minor widening,
paving, ditching, and adding guardrail. The project will result in permanent impacts to 40 linear
feet (LF) of two unnamed (UT) tributaries to Cedar Creek; 10 LF of UT 1 and 30 LF of UT 2 will
be impacted due to the replacement/extension of existing cross pipes. Approximately 10 LF of
each will be temporarily impacted during dewatering for pipe replacement. UT 1 originates from
a seep in the toe of the slope adjacent to the road approximately 20’ above the pipe; it is less than
1’ wide and an inch deep. UT 2 is approximately 3’ wide and 2-3” deep. It has a predominately
sand, gravel, and small cobble substrate. Cedar Creek is classified as Class C, Tr.
Existing channel morphology will be maintained upstream and downstream of the pipes.
Riparian vegetation will be reestablished along disturbed areas associated with the project.
Stormwater will be diverted through grass-lined ditches or vegetated buffers prior to entering
streams.
This project will not affect the northern long-eared bat (Myotis septentrionalis) (NLEB).
Following the SLOPES protocol from NWP Regional Condition 3.13, the project is not located in
or within 0.25 mile of a red HUC. Numerous trees will be removed. Percussive activities will
occur if it is necessary to hammer rock to gain roadway width. No effect on the remaining
Buncombe County list of federally protected species (threatened or endangered) will occur.
After checking the NC Department of Natural and Cultural Resources website
(HPOWEB 2.0 (arcgis.com) we determined no Historic Resource will be affected.
We request Marla Chambers, North Carolina Wildlife Resources Commission Western Region
Coordinator, to comment directly to the Corps concerning the permit request.
