Yes No Permit Type: usace Project Description: NCDOT proposes to replace Bridge No. 215 on SR 2159 (Bay Valley Road) over a Branch of Little Buffalo Creek in Johnston County. The proposed replacement will be in place on the same alignment. An offsite detour has been identified. Based on recent design plans, the project length is 0.14 miles, or about 750 feet in length. No new ROW will be added though small easements for fill and tree work are expected near the bridge according to available designs. A width of 100 feet covers the width. For purposes of this review, the archaeological Area of Potential Effects (APE) is the entire length of the project and will include the expanded ROW and all necessary easements. This is a state funded undertaking that will require USACE permitting, therefore Section 106 of the National Historic Preservation Act applies for archaeological review. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The bridge to be replaced is in a rural setting. USGS mapping (Kenly West) and aerial photography was studied (see Figures 1 and 2). Bing streetview tools were available at this location and used, showing wooded, swampy terrain along the Branch of Little Buffalo Creek. The creek here meanders in the low, wet soils beside the crossing. There are no structures nearby the APE, however, a sewage lift station is present on the north end of the project just beyond the APE. According to USGS mapping and GIS resources (data layer created by NCDOT archaeologist Paul J. Mohler), no cemetery is present at the APE or immediately nearby. No known archaeological sites are present at or within the APE according to research conducted at the Office of State Archaeology. Environmental reviews for archaeology in the greater surroundings include work for I-95, US 301, and PA #s 11-08-0094, 15-03-0068, 16-01-0164 and 17-08-0011. Of these, small bridge replacement projects, to be constructed on the same alignment, were generally not surveyed A review of historic maps was conducted. Little of interest was noted at the project APE location. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The bridge replacement for a small existing structure will be constructed using an offsite detour. New impacts to undisturbed soils are minor on this replace in place project, save a little expanded fill at the margins of the bridge. Much of the APE has already been modified by the construction associated with the previous bridge and roadway. The low terrain through which the project crosses is considered undesirable terrain for habitation and is not favorable for the presence of intact, significant archaeological sites where impacts are likely to be the greatest. There are no known archaeological resources present within the APE. For archaeological review, this federally permitted undertaking should be considered compliant with Section 106. It is recommended that the Division contact each involved federal agency to determine their Section 106 Tribal Consultation requirements.
