Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The project site located in a rural area of Onslow County that is experiencing a high demand for housing, due to its close proximity to Camp Lejeune and Surf City, a family beach community. This is the second phase of South Bridge Subdivision and is mostly wooded, except for some existing soil roads. The project site abuts an unnamed tributary to Everett Creek and has two drainage features draining to it, from within the interior of the project site (see attached wetland sketch for details). The main land use, in the vicinity of the project is residential. 4b. Explain the purpose of the proposed project:* The purpose of this project is to construct a single road crossing, through Section 404 wetlands, which will service the future residence of the subdivision that will provide 194 single family lots, which are necessary to meet local demand. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project entails removing woody and herbaceous vegetation from the impact area, installing a 124' x 24" RCP, then filling the area and the pipe with clean earthen soil, which will be graded out level on top, with 3:1 slopes. The road bed will be finished off with crush and run and asphalt. An energy dissipator is not proposed, as this is just a connector pipe and stormwater will be collected, therefore reducing the amount of water going through the system. Large machinery, such as a backhoe, front-end loader and dump trucks, will be used to complete the work. The slopes will seeded and covered with hay, to stabilize. 4j.
