(IET) has prepared the following injection report. This report has been prepared to document remediation activities conducted at the site. The injection program was implemented from June 11th to June 13th, 2019. The remedial approach employed the injection of both sodium and potassium persulfate activated by ferric iron oxide. The unique ISCO process was implemented in order to directly oxidize the contaminants of concern and stimulate a long lasting in -situ bioremediation process. The amendment introduced to the targeted treatment areas included 5,000 pounds of sodium persulfate, 3,500 pounds of potassium persulfate, and 2,160 pounds of ferric oxide. Although slight daylighting of injectate was encountered at several locations, all remedial materials were emplaced according to the original design. The point by point dosages, field notes and instances of surfacing are provided in the attached field logs. 2{Page ATC — Tate Property Introduction The Tate Property located at 7601 Louisburg Road, Raleigh, North Carolina, was identified as having soils and groundwater impacted by the historical release of petroleum hydrocarbons. The primary compound of concern at the site was Benzene, Toluene, Ethylbenzene, xylene (BTEX) and Napthalene. An injection program was proposed and executed by JET for the remediation of hydrocarbon impacts in both soil and groundwater throughout the designated area utilizing advanced oxidation technologies. Relmediation Implementation Injection Procedures IET completed the twenty one injection locations throughout the treatment area. Details regarding each injection attempt are provided in the attached field logs. FIGURE 1: AMS DIRECT PUSH RIG Direct -Push -Driven Perforated Rod Placement An AMS track DPT unit comparable to the one pictured in Figure 1, was utilized to drive the injection screen (as seen in Figure 2) to depths ranging from 18 to 36 feet below ground surface (bgs). It is at these depths, that the likelihood exists of being in close proximity to the targeted waters in the more permeable layers that were identified during characterization of the site. These more permeable layers are those believed to have historically provided the preferential pathways taken by the dissolved -phase CVOCs. Subsurface Pathway Development Compressed air was used to propel all injectants into the subsurface. Compressed air was first injected into the subsurface at approximately 75-150 pounds per square inch (psi) until a significant pressure drop was observed at the injection pressure vessel. This process is referred to as pathway development. The intent of this step is to open pathways in the subsurface for the injectants to follow. These pathways are believed to be those more permeable pathways along which CVOCs are more likely to have migrated, both in the vadose and saturated zones. Liquid and liquid -entrained injectants are then delivered with pressurized gas to the development step. ATC — Tate Property FIGURE 2: RETRACTABLE INJECTION SCREEN pathways that were produced during the PET Activated persulfate technology A colloidal suspension of sodium persulfate, potassium persulfate, and ferric -based catalyst was immediately injected into the subsurface fractures and voids that were developed during the compressed air injection step. Liquid Rinse A small amount of water was injected to clear the injection lines of the injectant and promotes mounding of groundwater into the vadase zone. DESCRIPTION OF PROPOSED INJECTION ACTIVITIES – Provide a brief narrative regarding the purpose, scope, and goals of the proposed injection activity. ATC proposes to remediate impacted soil and groundwater via chemical injection. The products to be injected are ferric oxide, potassium persulfate, and sodium persulfate. Innovative Environmental Technologies, Inc. will perform the injection activities, with supervision by ATC. Injection will be performed in the area as shown on Figure 12 using direct-push technology. Area A will be comprised of nine direct-push injection points advanced in a general grid pattern with five injection intervals ranging from 18 to 36 feet below ground surface. Area PRB will be comprised of 12 injection points with three injection intervals ranging from 26 to 36 feet below ground surface. J. INJECTANTS – Provide a MSDS and the following for each injectant. L. SCHEDULES – Briefly describe the schedule for well construction and injection activities. Direct-push borings and injection activities are scheduled to begin June 3, 2019, and are expected to last for three days. M. MONITORING PLAN – Describe below or in separate attachment a monitoring plan to be used to determine if violations of groundwater quality standards specified in Subchapter 02L result from the injection activity. Approximately 6 and 18 months following the injection event, ATC will install and sample eight temporary monitoring wells. Samples will be laboratory analyzed for volatile organic compounds by EPA Method 6200B and sulfate by ASTM D516. Measurements of temperature, dissolved oxygen, conductivity, oxidation/reduction potential, and pH will be collected using a water quality meter. Ferrous iron concentrations will be analyzed in the field using Hach kits. N. I am/We are granting permission with the understanding that: 1. The investigation shall be conducted by the UST Section of the Department’s Division of Waste Management or its contractor. 2. The costs of construction and maintenance of the site and access shall be borne by the Department or its contractor in accordance with the acceptance of the site into the State-Lead Program. The Department or its contractor shall protect and prevent damage to the surrounding lands. Unless otherwise agreed, the Department or its contractor shall have access to the site by the shortest feasible route to the nearest public road. The Department or its contractor will notify the land owners 48 hours prior to entry and may enter upon the land at reasonable times and have full right of access during the period of the investigation. 4. Any claims which may arise against the Department or its contractor shall be governed by Article 31 of Chapter 143 of the North Carolina General Statutes, Tort Claims Against State Departments and Agencies, and as otherwise provided by law. 5. The information derived from the investigation shall be made available to the owner upon request and is a public record, in accordance with G.S. 132-1. 6. The activities to be carried out by the Department or its contractor are for the primary benefit of the Department and of the State of North Carolina. Any benefits accruing to the owner are incidental. The Department or its contractor is not and shall not be construed to be an agent, employee, or contractor of the landowner.
