This is with reference to the request received on April 19, 2021 by Bryan Hall, Field Representative, to
refine State Permit No. 128-18. This permit was originally issued to Carol and John Rider on November
21, 2018 and includes a ten slip docking facility located adjacent to Carolina Beach Yacht Basin in Snows
Cut, in Carolina Beach, New Hanover County, State Permit No. 12-06 was then transferred to Glenn Warren.
State Permit No. 12-06 is due to expire on December 31, 2021.
The action proposed in your submittal is to reduce the number of permitted structures; eliminating the four
northernmost slips, 16' wide by 16' long northern gazebo, and two northernmost finger piers that were
originally authorized by the drawing marked received by DCM on 11/19/18. This request also includes
minor changes to place a covered roof over the center platform and expand the platform from 16' wide by
16' long to 20' wide by 18' long, modify the southernmost floating dock from 6' wide by 52' long to 8'
wide by 42' long, and widen the southernmost finger pier from 4' to a proposed width of 6' (see attached
drawing dated 4/19/21 and original drawing with Refinement Proposal edits dated 4/29/21). This modified
proposal results in an overall reduction of approximately 740 sq ft of platform space and four formalized
boat slips within the previously authorized footprint.
Upon reviewing the information provided, the Division of Coastal Management has determined that the
proposed action is consistent with existing State rules and regulations and is in keeping with the original
purpose and intent of the permit. This Letter of Refinement authorizes the modification of State Permit No.
128-18 as described in your email and attachments dated received April 19, 2021. Please note this
refinement does not alleviate the need to obtain any other local, state or federal permits.
