Surry County, North Carolina References: Permit No: SAW - 2011 -01765 Dear Mr. Matthews, The North Carolina Granite Corporation (NCGC) is proposing to modify their existing permit (Permit No: SAW- 2011- 01765) for their property in Surry County, NC. This letter and associated figure constitute the permit modification request. Background Information.• NCGC received a 404 Permit (SAW- 2011- 01765) on September 5, 2012, authorizing the placement of 1,680 cubic yards of granite in the Ararat River to act as river flow deflectors to their holding pond. In addition, after- the -fact authorization was given for an additional 600 cubic yards of permanent fill for river bank reconstruction. The permit authorized an open water connection between the Ararat River and the NCGC holding pond. In addition, on July 30, 2012, NCGC received a 401 Permit (Certification No. 3936) to impact 265 linear feet of the Ararat River through the installation of the above structures. Permit Modification Request: M mAnu NCGC is requesting a modification to the permit to allow the permanent filling and replacement of 0.014 acre of the holding pond with a closed inlet structure (Figure 1). The proposed structure will not result in flooding of any jurisdictional features; it will be used only to maintain the water level in the i holding pond. The structure will consist of a 36 inch corrugated metal pipe (CUT) connecting the holding pond to the river, with a canal gate at the river end. The proposed structure will allow NCGC to control and maintain the water level of the holding pond, thus maximizing the recently implemented water recycling efforts. The "neck" in the holding pond, located approximately 30' from the end of the pond inlet, will be dammed. The water between the "neck" dam and the pond inlet will be pumped back into the holding pond, essentially dewatering the area from the "neck" to the inlet, during which time the CMP will be installed. The "neck dam" will then be removed. To date, a construction company has been chosen and work will begin once all permits and modifications are in hand; there is an anticipated start date of February 8, 2013. NCGC is requesting that these activities be authorized through issuance of a permit modification. By copy of this letter, we are also requesting the associated 401 Water Quality Certification be. modified as detailed in this application.
