Dear Mr. Lambert,
On March 23, 2021, Tricia Lowery, Jordan Burbage, and Gary Hudson, of this office, met
with Tim Smith, Operator in Responsible Charge (ORC), to perform a Compliance
Evaluation Inspection at the Cooleemee Wastewater Treatment Plant. This type of
inspection consists of two basic parts: an in -office file review and an on -site inspection of
the treatment facility. The attached EPA inspection form details the areas that were
evaluated during this inspection.
The inspection of the facility was satisfactory. If you have any questions regarding the

*The current NPDES permit expired on June 30, 2020. A renewal application has been submitted, but
the issuance of the new permit has been delayed.
*On November 13, 2020, Tropical Storm Eta caused severe flooding and extensive damage to the
entire plant as well as the influent pump station.
*The following process control tests are performed by plant personnel: 30-minute settleability, MLSS,
MLVSS, and dissolved oxygen.
*Please be advised that the ORC or a designated Back-up ORC must visit the WWTP Monday thru
Friday, 5-days per week excluding weekends and holidays.
*Most of the records prior to December have been destroyed by the flood. The January DMR was
compared to the lab results data that was sent from the contract lab. No discrepancies were noted.
*The Influent Pump Station has been bypassed since the November flood. Contractors have been
working continuously to replace the damaged components.
*The mechanical bar screen has been bypassed due to the bypass pumping configuration.
*The WWTP has two secondary clarifiers. Both were in operation and appeared to be very well
maintained. The effluent in the weir troughs appeared to be very clear at the time of the inspection.
*The extended aeration basin appeared to be operating properly. The basin has two mixers and two
mechanical aerators. The mixers and aerators alternate with each other and run every other
30-minutes. The D.O. probe at the time of the inspection was reading 2.4 mg/I.
*The flow meter was calibrated on October 22, 2020.
*The right-of-way to the outfall pipe was clear and very well maintained. The effluent pipe was
submerged during the time of the inspection.
*The County has purchased a new effluent composite sampler. There was a thermometer laying on
the floor of the refrigerator that was not NIST certified. Please be advised that a NIST certified
thermometer placed in a liquid must be located in the sampler refrigerator and must be calibrated
annually with proof of calibration readily available for inspection.
*The replacement sampler was on back order at the time or the inspection. The operator collects
hourly grab samples.
