A utility easement runs through the eastern section of the site. The tract to the south is a project - specific mitigation site (Brunswick Co. Airport). Other adjacent areas are undeveloped and forested. The Military Ocean Terminal at Sunny Point is located further to the northeast. 3b. These include the backfilling and /or plugging of the existing drainage network and the reestablishment of natural contours associated with the channelized section of White Springs Branch. In order to restore and enhance riverine wetlands formerly occurring on the property (via hydrologic restoration), the identified canals /ditches must be plugged and /or filled. Little to no in- stream habitat has developed within the ditches and canals within the property and an overall benefit to downstream water quality is expected as a result of project implementation. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Locations of the proposed backfill and plugs were selected based on the existing drainage network. Sediment and erosion control plans will be prepared and submitted for each section of the project. The protective measures detailed in these plans will eliminate discharge of sediments to off -site water bodies. No earthwork will be conducted until receipt of approval of the erosion and sediment control plan by the NC Division of Land Resources. 2. The NC Natural Heritage Program GIS layer was used to determine the presence of federally listed species. According to their database, a population of Venus flytrap (Dionaea muscipula; FSC; SC) has been observed within the powerline corridor that runs through the site. Several state - listed and federally - listed species have been identified within a one -half mile radius of the site. Of particular note is the documented presence of red - cockaded woodpecker (RCW) (Picoides borealis) in the vicinity of the White Springs Tract, both on the adjacent federal Military Ocean Terminal at Sunny Point and within the nearby community of Boiling Spring Lakes. The eastern portion of the White Springs tract includes longleaf pine savanna habitat suitable for nesting and roosting RCW. The mitigation bank project will result in the protection of the longleaf pine savanna occurring on the property. 6. Essential Fish Habitat (Corps Requirement) 6a.
