I understand the dilemma, and I think we have all the right people on the emails to make sure you'll receive
them when Mr. Massengill has so much to keep up with. Nonetheless, I will also add you as the billing contact
so that is also clear in our records.
Our annual invoicing process is set up to put the permit's legally responsible person email on the "TO:" line
and copy the site contact and billing contact. We have thousands of permits that are invoiced in a year, and
this is customary because often times, the site contact is a person from a different company all together (e.g.,
contractor). In many cases, the legally responsible person is the only person from the organization that is
responsible for paying that fee, and so for that reason, we keep that email contact as the direct recipient. You
should still receive these annual fee emails just as promptly as a copied recipient.

Yes he needs to stay the legally responsible person. I would just want it to come to me
in the To: line, Mr. Massengill would only be included on the CC: line. Apparently that
cannot be done??
He is the Director of a department with almost 700 employees and we have about 8
Project Managers like myself with multiple projects going on at any time. He already

has to do the initial process of the permit approvals with the FRO execution and then
permit approval. So this routine effort of the yearly permit renewal for multiple projects
comes directly to him as an email for some attention. I guess it is appropriate that the
Project Managers are copied so we can intercept and process with our accounting
personnel. It is our ultimate responsibility for the renewals any way
This financially responsible person delegation was passed down from the City
Manager to Mr. Massengill due to your new electronic process. Although, this current
renewal exercise is still an added responsibility that he will see in his Inbox to someone
that is a busy City department head.

Hi, Dennis,
Email communication will always go directly to the legally responsible individual for the permit and CC: the site
contact and billing contact (in the case of fees, which is the routine communication we send out). I see you are
already listed as site contact, so that is why you were included on the CC, and you will be in the future. I can
add you as the billing contact to the COC record as well for reference.
We can only change the legally responsible individual for the permit if you all decide that you want to replace
Mr. Massengill as that responsible person. If that is what you decide, we require a Mod request with the
Legally Responsible Individual Change form completed and signed. Then Robert Massengill will be removed as
the legally responsible person, and you would replace him.

I am not sure this is necessary since both of you are already getting the emails (in other words, I'm not sure it's
worth the trouble if you just want to be on the TO: line instead of the CC: line, or even appropriate if Mr.
Massengill really should remain the responsible individual.) But please advise what you want to do.

Yes I believe that would be what I am looking for; so the legally responsible person
would just be cc: on the email notification? I was copied on these emails, would
request myself as the primary and the legally responsible one just copied on the
communication.

We can designate you as the Billing Contact, if that's what you mean. The legally responsible person will still need to get
all communication, but it will ensure you receive emails about fees and invoices. Adding a specific billing contact is easy
—just let us know.

Is there a way to make myself the primary contact for this process. I am the Project
Manager for the project and oversee the daily management and eventually have to
complete this process for renewals etc.
Robert Massengill is our Director and just had to be named as the financially
responsible person and shouldn't have to process these certain project management
tasks after the initial permit approvals.
