I am reporting on the SOC for the Town of Liberty for the Quarter from January 1, 2021 to
March 30, 2021 in accordance to the SOC EMC SOC WQ S19-011 guidelines.
Section 2(a)(2) and Section 2(a)5 of the SOC discusses the GoldenLeaf Funds. All of the 3,231
linear feet of sewer main line has been rehabbed as of today, April 28, 2021. There was an
addition portion of sewer found at a manhole of Fayetteville Street that needed some extra
attention that was not on the initial 3,231 linear feet. We have reached out to GoldenLeaf and
received funds to fix the lateral that is coming into that particular man hole. This work will be
completed as soon as we get the permit back from Northfolk Southern. The application has been
submitted and we are awaiting confirmation. This is an additional section spt repair to the
original GLF funds initially on the SOC. We have completed this section of the SOC and are
doing more than initially planned. We will continue to give updates until the final section is
replaced with GLF funds.
Section 2(a)(3) and Section 2(a)(6) of the SOC discusses the CDBG funded project. This project
is well underway. The construction meeting was held early this month, April, and construction
of this grant will start within the next week and is scheduled for completion by December, 2021.
Section 2(a)(3) is complete and we will give an update on the construction progress on the next
quarterly report and Section 2(a)(6) will be completed on time.
Section 2(a)(4) and Section 2(a)(7) of the SOC discusses the ASADRA project. The engineering
reports have been submitted and we are waiting on a response from the State of NC on those.
The completion of this section will not be done until closer to the estimated date on the SOC
(Aug, 2022). We will continue to give updates on this section as we move forward. Section
2(a)(7) is the completion date for this project on or before Sept 30, 2023. This should be
attainable.
