Scheller, Senior Environmental Special'st Subject: Comments on Consistency Review (Project # 20120122) for Off Shore of North Carolina Coast VACAPES Range Complex and Cherry Point Range Complex Date: January 7, 2013 The following comments are in response to a Consistency Review (CR) for the offshore, North Carolina VACAPES Range Complex and Cherry Point Range Complex, This Office has the following Water Quality concerns: 1. Accumulation of metals, including nickel, in waters and sediments. 2. The use and accumulation in sediments of red phosphorus flairs and tracer rounds to mark munitions. 3. Emergency fuel dumping of aircraft over waters. 4. Discharge of fuel and other petroleum products from ships and support vessels off shore. 5. Dumping of waste, garbage, spent and defective munitions into waters. 6. Long term cumulative effects of spent munitions on sediments and water quality of range areas off shore of North Carolina. 7. Mitigation and monitoring of range sites while active are after range sites are closed.
