With this letter, Smithfield Foods would like to request the rescission of NCG060363, a
general stormwater permit for MB Grain LLC dba Smithfield Grain — Clinton. Prior to
Smithfield's ownership, the facility stored grain in both structural silos as well as a grain
storage pile. As a result of the storage pile activity, the facility received complaints and
eventually applied for a general stormwater permit. With the new ownership of
Smithfield Grain, there are no intentions to continue with the grain storage pile and are
therefore submitting the attached Rescission Request Form. The facility will continue to
receive and store grains in traditional country grain elevator silos long enough for
acquisition by a buyer under SIC 5153.
