4. Project Description and History
4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The project is situated in Rockingham County in Pelham on a two-lane roadway(SR 1902)surrounded by forested woodlands sequenced with nearby low residential properties.This
bridge is numbered 780106 for Rockingham County.The existing bridge crosses over Wolf Island Creek and is comprised of a six spans(6 @ 30',total length 180')with reinforced
concrete caps on timber piles(#1-5 crutches:ppc cap&steel piles),and sits at a 90 degree skew.The proposed structure is designed as a four span bridge,4 @ 60'24"cored slab,
with a total length of 240'.The proposed bridge will be constructed within the existing footprint with minimal changes in length(new bridge will extend 30 more feet on both sides)due to
elevation accommodations to minimize future bank erosion.

NCDOT proposes to replace bridge#106 with a new bridge due to the structural integrity of the existing structure.The existing structure has deficiencies and have been repaired
several times with a final recommendation of replacement suggested.The proposed bridge will accommodate for a better alignment with the roadway with sufficient embankment
protection.

The proposed structure is a four span,4 @ 60'24"cored slab,with a 240'total length.This new bridge will sit at a 90 degree skew on 4.0'high end bent caps,with 42"high concrete
bridge barrier rail.The bridge opening will increase from 1406 sq.ft.to 2262 sq.ft.Stream banks will be armored with class II rip rap for bank stabilization.The existing stable ditches will
be maintained.Proposed cut ditch south east of the bridge carries 1 cfs of roadside drainage along the fill slope parallel to an adjacent wetland.Construction of the ditch will cause a
minimal amount of mechanized clearing in the wetland.Maximum 2:1 side slopes will be utilized.The proposed project drainage systems include 1 outlet pipe northwest of the bridge.
The system outlet discharges 0.9 cfs into the overbank.Deck drains will be utilized in overbanks only,including proposed rip rap swale under deck drains.Construction equipment
utilized will consist of but not limited to cranes,excavators,dump trucks,backhoes,hand tools,compactors,erosion control material(mini-excavator used for installing posts),and safety
materials for preconstruction implementation.

E. Impact Justification and Mitigation
1.Avoidance and Minimization
1a.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
NCDOT proposes to replace a structurally deficient bridge with a new bridge in the same alignment due to the numerous repairs and maintenance
issues over the life span of the existing structure.The final recommendation is to replace the structure in it's entirety for safety and structural integrity.
Therefore,total replacement within the existing footprint has been proposed with use of an construction causeway along side best management
practices during construction.Erosion control measure have been designed to reduce runoff,offsite,and control erosion.
