Impact Justification and Mitigation 1.Avoidance and Minimization 1a.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: NCDOT proposes to replace a structurally deficient bridge with a new bridge in the same alignment due to the numerous repairs and maintenance issues over the life span of the existing structure.The final recommendation is to replace the structure in it's entirety for safety and structural integrity.
