appurtenances thereto belonging to the Grantee in fee simple.
And the Grantor covenants with the Grantee, that Grantor is seized of the premises in
fee simple, has the right to convey the same in fee simple, that title is marketable and free and
clear of all encumbrances, and that Grantor will warrant and defend the title against the lawful
claims of all persons whomsoever except for the exceptions hereinafter stated:

RFTS is pleased to provide testing services during the design phase of the proposed. Deer
Crossing Phase III project located off Deer Hill Drive in Wilmington, North Carolina.
Specific site grading plans had not been provided to us at the time this report was
prepared.
DESCRIPTIMN OF ACTIV TIES AND + N31NGS
As requested, our staff visited the site on November 1. 2013, to perform infiltration
testing and estimate the seasonal high watertable at two locations identified by you. The
purpose of this testing was to provide soil parameters for stormwater infiltration design.
Seasonal High Watertable Estimate
Hand auger borings were advanced at two locations to a depth of approximately 10 feet
below the existing ground surface in the area proposed b} the civil designer for an
infiltration structure. The encountered soils were logged and visually classified by depth
and a Munsell Soil Color Chart was used to determine the hue. value, and chroma of the
visually distinct soil layers. Our soil logs are presented in Table 1.

Soils encountered at this boring location consisted entirely of interbedded relatively clean
fine sands (USCS Soil Group "SP" and "SP-SC") through the boring termination depth of
122 inches below the existing ground surface. No distinct zones of soil cementation were
encountered in the profile. Based on our experience with similar soils and comparisons
of the soil coloration to the Munsell Chart, it is our opinion that seasonal high water table
level does not occur through the depth investigated. No standing water was encountered
at this boring location through the depth investigated of 120 inches below the existing
ground surface.
Infiltration Testing
Infiltration testing was performed using a model 2800 Guelph Permeameter which is a
constant -head device which operates on the Mariotte siphon principle and is referenced in
ASTM D-5126. The permeameter is used to determine field saturated hydraulic
conductivity in centimeters per second for soil at a specified depth. This testing involves
advancing a borehole to the desired infiltration depth and introducing water at a constant
head to determine the steady state flow rate from which the hydraulic conductivity can be
calculated.
Our testing was performed approximately 36 inches below the existing ground surface.
The results of our permeameter testing are presented in Table 2.
RECOMMENDATIONS
Based on the results of our field testing and soil classifications at the test location. we
offer the following recommendations for stormwater infiltration design:
At the test location INF-1 and INF-2 it is our opinion that in order to achieve the steady
state flow rate obtained during our testing; the areas of infiltration galleries or other
infiltration structures should introduce stormwater at approximately 36 inches below the
existing ground surface elevation. For purposes of sizing the structures we recommend an
ultimate application rate of 7.4 and 8.0 inches per hour, respectively. These
recommendations should be reviewed by appropriate regulatory authorities before
finalizing the details of any civil design.

The Wilmington Regional Office received and accepted a State Stormwater Management Permit
Application for Deer Crossing Phase 3 on October 11, 2016. A preliminary in-depth review of that
information has determined that the application is not complete. The following information is needed to
continue the stormwater review:
1. Soils Report [per 15A NCAC 02H.1003(g)(7)]: Please provide the existing grade of the boring,
the depth to the SHWT, and the resultant SHWT elevation.
2. Drainage Area [per 15A NCAC 0211.1003(g)(5) and 02H.1005(d)]: Please show the drainage
area to the basin on the plans.
3. Design Option [per 15A NCAC 02H.1003(g)(7)]: I believe you are using Design Option #4
which does not require all of the design parameters if you can infiltrate the 10yr24hr storm. But,
the routing sheet for the 10yr24hr storm discusses the 2.5 x volume option. Please clarify the
intention and provide any additional data (such as the drawdown time for the I Oyr24hr storm).
Please remember that a change to one number may have a domino effect on other numbers. Please check
all plans, calculations and forms to ensure that the numbers are consistent throughout.
Please note that this request for additional information is in response to a preliminary review. The
requested information should be received in this Office prior to January 13, 2016, or the application will
be returned as incomplete. The return of a project will necessitate resubmission of all required items,
including the application fee.
If you need additional time to submit the information, please mail, email or fax your request for a time
extension to the Division at the address and fax number at the bottom of this letter. The request must
indicate the date by which you expect to submit the required information, which shall be no later than 30
days past the original due date. The Division is allowed 90 days from the receipt of a completed
application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an approved
Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement
action pursuant to NCGS 143-215.6A.

Deer Crossing Phase III

Deer Crossing Phase III is a residential site consisting of 39 si►igle-Famiiy Ints in New Hanover County,
Parcel ID# R07900-003-035-000, owned by Wilson Ki. The project area is approximately 7.42 acres. No
wetlands exist on the site.
Deer Crossing Phase III proposes 39 single-family lots at 3,000 sf of impervious surface for each lot;
31,000 sf of asphalt roadway; 4,615 sf of concrete sidewalk; one (1) infiltration basin and utility
extensions. The site has one (1) drainage area which is approximately 7.42 acres. The total impervious
area for the site is 152,615 sf.
The project will be treated by erosion control measures such as drop inlets with inlet protection,
temporary silt fence, gravel construction entrance, and one (1) sediment basin as well as tree protection.
One (1) infiltration basin provides sufficient storm water management to meet the State's 1.5"
requirement and alternately sized for the 25-yr storm event and analyzed for the 50-yr storm event.
Calculations have been provided to demonstrate that the ; %r 2 -hotir storm event liar, be lmiltralcii
without discharging the system using an infiltration rate of one-half of the infiltration rate reported in the
soils report, therefore waiving the State required off4in by pass and vegetated filter strip. An emergency
spillway is provided.

Guidelines for Access: The staff of Wilmington Regional Office is dedicated to making public records in our custody
readily available to the public for review and copying. We also have the responsibility to the public to safeguard these
records and to carryout our day-to-day program obligations. Please read carefully the following guidelines signing the
form:
1. Due to the large public demand for file access, we request that you call at least a day in advance to schedule
an appointment to review the files. Appointments will be scheduled between 9:00am and 3:OOpm
Viewing time ends at 4:45pm. Anyone arriving without an appointment may view the files to the extent
that time and staff supervision is available.

2. You must specify files you want to review by facility name. The number of files that you may review at one
time will be limited to five.
3. You may make copies of a file when the copier is not in use by the staff and if time permits. Cost per copy is
$.05 cents. Payment may be made bv check, money order, or cash at the reception desk

remove, alter, deface, mutilate, or destroy material in one of these files is a misdemeanor for which you can
be fined up to $500.00. No briefcases, large totes, etc. are permitted in the file review area
