The plant had 3 daily violations for fecal coliform for the month and 2 TSS violations. The plant was compliant for the month on fecal but not TSS. Upon notiification of the exceedences effluent flow was routed
to the upset ponds for re -treatment. In addition, UV disintfection was increased to 100%, increased waste volumes, and cleaning of the plant's treatment works was conducted by staff. However, effluent flow
that was sent to the upset ponds seeped through an opening in the upset pond liner and entered an underdrain pipe connected to the plant's stormwater system on Tuesday 3/30/21. Flow from the basin exited
the stormwater gutter upstream of the stormwater pond (near the plant entrance). The flow occurred for approximately 1 hour. On 3/31/21 collection crews from ONWASA assisted us with videoing the
underdrain pipe beneath the upset pond and we conducted dye and flow tests to determine if the flow was in fact from the upset pond. Around 1430 in the afternoon a staff member was observing the flow at th
inlet pipe of the upset pond and spotted the location of the opening in the pond liner. Crews placed an inflatable plug in the underdrain pipe to prevent any flow from entering the stormwater system. Chlorine
sticks were placed in the stormwater gutter as a precaution due to the uncertainty of the source of the water. Quotes have been obtained to repair the liner and work will be scheduled soon. The violations and
liner damage have been communicated to the Wilmington Regional Office.
