Enclosed are five copies of a Pre - Construction Notification (PCN) Permit Application Package for the
City of Raleigh Quail Ridge Bank Stabilization project. For your review we have enclosed five copies
of the PCN Application Form, Attachment A- Additional Information, Stream and Buffer Impacted
Areas Drawing, USGS Quadrangle Map, and site photographs of the existing conditions.
As this PCN is a courtesy notification, with regard to stream impacts, no fee is being submitted.
The project titled "Quail Ridge Bank Stabilization' comprises of stabilizing a stream bank in the
vicinity of a sanitary sewer manhole whose integrity has become threatened due to stream bank
erosion.
Construction activities will take place in a sanitary sewer easement and right of way that has not been
maintained in the past 10 years. The construction described in this permit application will result in
approximately 1,200 square feet of Zone I buffer impact and 800 square feet of Zone 2 buffer
disturbance.
In addition to submission to NC DWQ, we are transmitting this PCN electronically to David Shaeffer at
the Army Corps of Engineers.
Please call with any questions regarding this permit application.
Sincerely,
Dewberry & Davis, Inc.

3.3.e Describe the overall project in detail, including the type of equipment to be used:
Erosion of stream bank threatens the integrity of a sanitary sewer manhole. Construction activity will
consist of placing rip -rap along the stream bank to prevent further erosion in this area and replicate the
location of the uneroded stream bank. A stream bank stabilization detail is attached. Conventional
construction equipment (hydraulic excavators and dumptrucks) will be used. The buffer disturbance will
be seeded and mulched.
