Site consists of existing lake shore on Mt. Island Lake within Latta Plantation Nature Preserve (heck County Park).
Mostly sandy shore line, clear of woody vegetation. Beach is currently being used for small boat launch and fishing.
Surrounding area is nature preserve /park being used for passive recreation.

To install a prefabricated floating pier designed to be used as a non - motorized (kayak/canoe) boat launch.

Project includes installing a prefabricated floating pier at an existing clearing along the bank of Mt. Island Lake. Clearing
is at the end on an existing un -paved gravel road. Installation will include the paving of a concrete sidewalk leading from
an adjacent gravel road/small parking area to the proposed concrete pier abutment that is to be installed on the shoreline
approximately 2' above the full pond elevation. All site work will be completed using small excavation equipement (rubber
tired back- hoe/loader, bob -cat type skid -steer loader), and hand labor. All concrete shall be formed and poured and the
prefabricated pier will be attached to proposed concrete pier abutment. (see attached drawings). The prefabricated pier
is modular. Pieces will be assembled on site then floated into place.

Location was selected based on its current use as a small boat launch. This pier installation will eliminate further use of and
deterioration of the lake shoreline by providing an improved method of lake access for small boat launch (canoes/kayaks).
This location does not require any further removal of shoreline woody vegetation and will allow the damaged shoreline area to
be repaired.

Construction will performed in ways that will avoid and /or minimize any impacts to the lake. Erosion control measures (silt
fence, etc.) will be used to stop sediment from running into lake. Construction will occur when water levels are lower than the
areas affected by the construction.All affected shoreline area will be matted and seeded, and shoreline vegetation will be
restored to currently eroded areas.

*For the Catawba River mainstem, zone 1 extends out 30 feet perpendicular from the most landward limit of the top of bank
or the rooted herbaceous vegetation; Zone 2 extends an additional 20 feet from the edge of Zone 1. For mainstem lakes,
Zone 1 begins at the most landward limit of the full pond level and extends'landward 30 feet. Zone 2 extends an additional
20 feet from the edge of Zone 1.
State reasons why this plan for the proposed activity cannot be practically accomplished, reduced
or reconfigured to better minimize or eliminate disturbance to the riparian buffers:
Riparian buffer at this location along the lakeshore is already compromised and deteriorating due
to use. This project will allow the area to be improved and stabilized, and will eliminate or
minimize future erosion. This project has been designed to solve existing erosion control, and
will be installed with minimal disturbance.
4. Description of any best management practices to be used to control impacts associated with the
proposed activity (i.e., control of runoff from impervious surfaces to provide diffuse flow, re-
planting vegetation or enhancement of existing vegetation, etc.):
Area will be protected with silt fence, matting, and /or hay bales in order to minimize erosion and
sediment. Site runoff /drainage will not be altered by this project. All disturbed areas and
adiacent eroded areas will be stabilized with boulders and matting, and all areas will be re- seeded
and re- vegetated.

include the BMPs on your plan sheets.
NA. No BMP's are proposed. Sediment and erosion control measures will be in place d_ uring
construction (silt fence, matting, and /or hay bales will surround disturbed areas).
2. Attach a description of how diffuse flow will be maintained through the protected riparian
buffers. Please ensure to include all applicable operation & maintenance agreements and
worksheets for the proposed diffuse flow measure(s). Also, include the diffuse flow measure(s)
on your plan sheets.
