The project site is located at the rough address of 1206 South Alston Avenue, Durham in Durham County, North Carolina, just northwest of the intersection of South Alston Avenue and East Lawson Street. The site consists of the parcels 0831-17-10-0187, 0831-05-10-3067, 0831-05-10- 4051, 0831-17-10-0336, 0831-17-10-1193, 0831-17-10-1303, 0831-17-10-1352, 0831-17-10- 2171, 0831-17-10-2259, 0831-17-10-2297, 0831-17-10-2300, 0831-17-10-3246, 0831-17-10- 3294, 0831-17-10-4243, 0831-17-10-4088, 0831-17-10-5105, 0831-17-10-5206, 0831-17-10- 5220 and 0831-17-10-5264, all of which are existing residential development or undeveloped. This project drains into Jordan Lake Basin, outside of the Watershed Protection Overlay. The site is not in any defined FEMA floodplain per FIRM panels 3720083100J and 3720083000K. See Appendix A.4 for further details. Proposed Development This project proposes to construct a structure to house the School of Business. This building will include classrooms, faculty offices, and common areas with a maximum estimated occupancy of 750 people. The Site features include an outdoor stadium style seating classroom and gathering area. An asphalt parking lot and concrete sidewalks will be added to the site to serve the building patrons. The proposed development would increase the overall impervious coverage in the 2.50 Acre study area from 27.05% impervious (SCS Curve Number 84) to 44.84% impervious, (SCS Curve Number 88). A Wet Pond BMP was created to treat the stormwater runoff quality and quantity issues. See Appendix C for additional information on Wet Pond BMP. Design Procedure Soil data for this project was taken from the USDA Web Soil Survey website. The on -site soils were WwE and WsC, both of which are hydraulic soil group D. This information was used to calculate the SCS curve numbers for the pre -construction conditions and post construction conditions. See Appendix A.2, Soil Survey Report for additional details. Rainfall data for this project was taken from NOAA Atlas website. This data contains depth duration frequency tables detailing the rainfall depth versus storm year return periods. This information was input into the Hydraflow Hydrographs. See Appendix A.3, Rainfall Information for additional details. The time of concentration for the existing conditions was calculated using the SCS TR-55 method. The Tc flow path was divided up into 3 types of segments, sheet flow, shallow concentrated now and channel flow. The travel time was then computed for each segment and summed to determine the overall time of concentration. For the post development condition, the time of concentration was assumed to be the minimum of 5 minutes for a conservative result. See Appendix B.1, Time of Concentration Calculation for additional details. Composite SCS curve numbers were generated for the pre and post development conditions for the site with consideration for the land cover and hydraulic soil type of each basin. The existing condition was developed from the survey of the site area and then modified with use of ortho maps to match the existing conditions in 1997 and 2009. The post development condition was developed from the proposed site plan. See Appendix B.2, Curve Number Calculation Report for additional details. Hydraflow Hydrograph was used to determine the peak flows of the existing condition and the proposed condition for the 1-Year, 2-Year-, 10-Year and 100-Year 24-hour storm events; as well as routing through the proposed sand filters and detention systems. See the output chart that follows and Appendix B.3, Hydrology and Hydraulics Output Report further details. Discussion of Results Storm water management measures were designed in accordance with the The City of Durham Reference Guide for Development Manual (2020). In accordance with the storm water quantity requirements, the post construction 1-year, 2-year and 10-year peak storm discharge rates of the 24-hour storm were detained to the pre -construction rates as shown in the charts on the following pages.
