Skvarla, III Secretary The following comments by the North Carolina Division of Marine Fisheries (NCDMF) on the subject project are offered pursuant to G.S. 113 -131. The applicant proposes to fill 1.51 acres of 404 jurisdictional wetlands and 0.016 acres of Relatively Permanent Waters (RPW) on a project site adjacent to Highway 70 in Craven County. The wetlands on site drain to Lawson Creek (inland waters). Mitigation (1:1) is proposed through EEP. Wetlands play a vital role in providing abundant food and cover for juvenile and adult finfish and shellfish as well as improving water quality through filtration (Deaton et al. 2010). When reviewing permit applications the NCDMF looks for the applicant to demonstrate avoidance and minimization of impacts by discussing other alternatives explored as well has how wetlands have been avoided. The applicant has shown alternative project sites, but the NCDMF is still concerned with the wetland fill and how it will impact water quality. The NCDMF recommends that the applicant further reduces wetland impacts by designing additional site layout alternatives. These alternatives include multipurpose fields si.ch as combining the football and baseball fields on the proposed baseball site. By moving the football field it may be possible to minimize wetland impacts by avoiding the western portion of the wetlands as well as the water feature in the middle of the wetlands.
