HI Suzanne, and thanks for the email. It looks like the only work proposed in the vicinity of the stream is re -grading the
banks and placing concrete and fiber matting. If that's the case, then the only discharge of fill material is the concrete
matting and the "CFS" to block the flow at the culvert outlet during construction. As long as the concrete matting only
occurs on the stream banks (not in the channel), the work should fit Nationwide Permit (NWP) 13 without requiring
submittal of a PCN.
I have attached the NWP 13 terms and conditions. Please note that the project must be accomplished in strict
accordance with the attached conditions and your submitted description,
