Mr. Shoun,
This letter serves as a Notice of Violation for the Randleman Lake Stream Buffer Regulations for
the Sedgefield Country Club Short Game Practice Facility. The Stream Buffer Authorization that
was issued on May 5, 2020, and associated approved site plans detailed outlets to the stream and
associated requirements. The additional information requested on December 18, 2020, February 4,
2021, as well as in the NOV issued March 23, 2021 was received on March 24, 2021. The additional
information provided detailed multiple violations on site including:
• Modification of the drainage system that eliminated several inlets and relocated others. These
modifications resulted in .13 ac that were originally designed to enter the stormwater system
that is now discharging directly to the stream untreated.
• Changes in grading that resulted in changes to the drainage areas going to the stormwater
devices. The southern stormwater device was approved and sized to receive .78 ac, and now
receives 1.1ac. The northern stormwater device was approved and designed to receive 1.1ac
and now only treats .92ac as constructed.
• Elimination of the bridge and shifting of the cart path resulting in paving and expanding the
gravel area off of Wayne Rd which resulted in increased impervious area from the approved
7,921 square feet, to 13,052 square feet.
• Additional outlets installed picking up untreated stormwater and discharging it to the stream.
The above items are in violation of the stream buffer authorization and approved site plans. To
bring the site back in to compliance you must restore the site to reflect the original approved site
plans.
Provide a response by May 7, 2021 on how you will bring the site back into compliance.
Guilford County is the local delegated authority for enforcing the Randlamen Lake Stream Buffer
requirements. Please see the Guilford County Unified Development Ordinance, Article 9. Stream

Please note the failure to remedy the violations will result in enforcement actions with civil penalties
as listed in Article 10 of the Guilford County Unified Development Ordinance, until the violation is
brought into compliance. Please note, every calendar day an offense is not remedied after being
served a Notice of Violation shall be considered a separate offense.
