My findings are detailed below. The following observations were noted during the Division of Water Quality (Division) inspection: 1. The wetland and stream impacts authorized under by this certification appear to have been conducted in compliance with the limits set forth in the authorization. 2. The SMP (bioretention cell and all associated conveyances) approved by the Division appear to have been constructed in accordance with the approved plans and specifications. 3. A Certification of Completion has been submitted to the Division in accordance with the conditions of the approval. You are reminded that the approved SMP must be maintained in perpetuity in accordance with the bioretention cell operation and maintenance (O&M) agreement that you signed on January 5, 2012. This agreement requires a minimum of monthly inspections and within 24 hours after every storm event greater than 1.0 inches. Inspection elements are noted in the attached copy of your O&M. The agreement also requires a soil test of the soil media to be conducted annually and for any maintenance procedures to be conducted as needed to maintain proper function of the bioretention cell.
