Mr. Coffey,

I have received your request for a second extension to my November 12, 2012 letter requesting additional information
for your 401 Water Quality Certification application. I am able to grant this request for an extension until February 28,
2013,however I will be unable to grant any further extensions beyond that date. If you are unable to completely
respond to my letter by February 28, 2013 you may withdraw your current application until you have accumulated all
the necessary information and then resubmit a new application at that time.
