Hi Alan, I know we are having the site visit for this project next week on the 14th, but I figured I would answer what I can now. Also either one or both of the engineers for this project will be attending the site visit and will be able to provide much more insight on the bank stabilization portion of the project. Wetlands: - There are 3 types of wetland impacts for this project. There is the permanent clearing impacts, the temporary clearing impacts, and the temporary disturbance impacts. The temporary disturbance impacts are related to the herbaceous wetlands that will have temporary fill in them in the form of timber mats for construction. - Plantings are proposed for the areas where there will be temporary clearing and yes it will be outside of the permanent easement. Streams: The temporary fill associated with the streams includes dewatering devices, coffer dams, and temporary bridgemats. The temporary disturbances do not overlap with the permanent impacts. Culverts/Fill: My labeling may have been confusing, but in regards to permanent crossings there are 5 at grade crossings at 121f each (6010 that are listed as "fill" and 4 permanent culvert crossings at 20ft each (8010 totalling 1401f of permanent impacts so we did not propose mitigation. Bank Stabilization: In most, if not all cases the bank stabilization will take place on both sides of the stream. I lumped the numbers together at each crossing. There is a lot of variation in how Coddle Creek and its tributaries look so in some areas both sides are rip rap and in some areas one side is rip rap and one side is boulder toe. As I mentioned before the engineers will be able to answer your questions at the site visit about which methods they used where and why. Megan, I thought rip rap was limited to only 10 1f per crossing and the bank stabilization involved boulder toe, not rip rap. Can you check this? We can talk more in the field and go over the comments Thanks, Aliisa On Mon, Mar 29, 2021 at 1:32 PM Johnson, Alan <alan.johnson@ncdenr.gov> wrote: Visit this the same day, we go to Sealand site? Thanks, Be well Alissa, For wetlands: - -You have "construction disturbance" as Temporary — what does this mean? Temporary Fill? Is this a separate area from the temporary clearing? And permanent clearing? - -You have temporary and permanent clearing, that make sense. - - Are plantings proposed for the temporary impacts. I assume that is outside the permanent easement. For streams: Construction disturbance — temporary - Fill — is this for the temporary culverts or fords to cross the stream? 1700 of temporary fill. Ranging from 18 ft to 90 linear ft. each impact area. Does this overlap with permanent "fill"/culverts? If stream stabilization is associated with the stream/utility crossing. Proposed is —3,000 ft of bank stabilization Culvert/fill crossings — you have 152 ft of permanent crossings. You use "fill" and also "culvert"(culvert and/or ford?). Mitigation required??? Bank stabilization: Given 3,000 ft of proposed bank work, our first preference is soft stabilization, not riprapping the channel. EC -13, EC 15, EC -11 might be good candidates to look at. Also, rather than laying on fabric, why isn't it feasible to embed into the bank and tie to stream elevation at toe of slope. 3 Protection of the line should not require maximum hardening, but minimal hardening in the area of greatest concern. The point the pipe enters the bank. Given the size of coddle creek, I would think class I would be undersized for large flows. Are some of these values for two side stabilization vs one sided stabilization I put in a couple of pages above that might be good indicators to go take a look. I feel the proposed stabilization is excessive. How much impact is associated at the sewer line crossing and how much just stabilization.
