With this as reference: The DWR would agree that your proposal for the relocation of the jurisdictional feature into a channel with a floodplain bench and vegetation would be self mitigating and that if the new channel doesn't match the length of the impacts,the remaining balance would acquired through a mitigation bank at a 1:1 ratio. Based on the draft permit drawings, 1277 If of this mitigable stream will need to be relocated as shown on the attached permit drawings. The relocation is currently identified as Site 6. As observed today,the current feature is a low quality stream feature adjacent to the old Crooked Pine Rd. The Division would like to propose that the linear feet of relocated channel be allowed to be used to offset the impacts that will occur to the existing channel. The Division would consider creating a floodplain bench adjacent to the new thalweg that can be seeded with native riparian seed mixture and reforestation along the banks for shading and stability, if the new channel could be used to the offset impacts. I do not know the length of the new channel but the Division would try to match the impact length or acquire mitigation at 1:1 for the difference in impacts, if needed. Please let me know if this proposal is acceptable for your respective agencies, so I can start coordination with the designers.
