Final plans and specifications for the subject project have been review-
ed and found to be satisfactory. Authorization is hereby granted for the con-
struction of an influent lift station with four 10 MGD screw pumps, two coarse
manual bar screens, three mechanical bar screens, influent flow measurement,
three mechanically cleaned grit chambers, four primary clarifiers, three
aeration basins with static tube aeration system, three final clarifiers
with return sludge system, one sludge thickener with polymer feed, three
anaerobic sludge digesters with gas utilization equipment, facilities for
pre & post -chlorination and chlorination of return activated sludge, non -
potable water system, a septage receiving and storage facility, an adminis-
tration building, flow measuring/sampling system, and a standby power generator.
This is a Class IV Wastewater Treatment Plant and the operator in
responsible charge must hold a valid Grade IV certificate.
This Authorization to Construct shall be subject to revocation unless:
1) The proposed facilities are constructedin accordance with the
approved plans, specifications, supporting documents, and are in
compliance with the conditions and limitations as specified in
NPDES Permit No. NC0050342.
2) The wastewater treatment plant sludge is disposed,of in accordance
with the Resource Conservation Recovery Act at a site approved by
the N. C. Division of Health Services (NCDHS) or N. C. Division of
Environmental Management.

3) A sludge E.P. toxicity and sludge analysis is made and approval
is obtained from the NCDHS Solid Waste Management Branch prior to
the disposal of any sludge from the new wastewater treatment plant.
One (1) set of final approved plans and specifications is to be forward-
ed to you, one (1) set to the Environmental Protection Agency (EPA), and two
(2) sets to the Corps of Engineers. You will be notified by EPA when to
advertise for bids to construct this project. You are cautioned not to
advertise or initiate construction until so notified by EPA.
