Box 370 Kenansville, North Carolina 28349-0376 Dear Mayor Jenkins: A7'71frA Co SUBJECT: Town of Kenansville Permit No. NC0036668 Authorization to Construct Wastewater Treatment Facilities Project No. CS370591-03 Duplin County The final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for additions and modifications to the existing influent pump station to consist of the following: new pump motors to increase capacity to 550 gpm per pump, a 75 KW standby generator, and approximately 1,835 1.f. of 10- inch force main to the existing 8-inch force main; construction of a 0.300 mgd aeration facility across the road from the existing 0.170 mgd facility consisting of the following: dual manual bar screens; dual gravity -type grit chambers; an ultrasonic flow meter; dual oxidation ditches each containing one 25 Hp rotor aerator, sized for a total of approximately 30 hours hydraulic detention time; dual 26 ft. diameter, 12 ft. sidewater depth secondary clarifiers; a new chlorine contact tank and gas chlorination system; a chlorine dissipation tank with a 1 Hp, floating aerator; approximately 1,250 ft. of 14-inch effluent force main piping; a 600 ft.2 chemical feed/storage and sludge pumping building that includes a 37041.2 pump area with two 325 gpm RAS pumps and one 125 gpm WAS pump, a 75 ft.2 chlorination room, a 48 ft.2 chemical feed room, a 100 ft.2 electrical room, a 6,000 gallon chemical storage tank with chemical containment (outside building), and a 900 ft.3 sludge wetwell beneath the building; a 125 KW standby generator, and Construction Grants & Loans Section FAX 919-715-6229 P. Box 29579, Raleigh, North Carolina 27626-0579 ]'?!j4 An Equal Opportunity Affirmative Action Employer Voice 919-733-6900 50% recycled/10% post -consumer paper _arc .- -7- associated yard piping, site, and electrical work; modifications to the existing 0.170 wastewater treatment plant consisting of the following: converting an existing clarifier to sludge digestion by removing the clarifier mechanism, walkway, bridge, weirs, baffle skirt, etc., and installing a 10 Hp floating aerator; converting the existing 0.190 mg oxidation ditch to digested sludge storage; continued use of the existing sludge digester, sludge drying beds, and the existing 12-inch outfall; and associated yard piping, site, and electrical lAiork. In addition to the facilities itemized above, the Town of Kenansville will install dechlorination facilities at the site of the existing wastewater treatment plant consisting of a sulphur dioxide (SO2) chemical feed system installed upstream of the existing post aeration system. Do not proceed with construction until the Authorization -to -Award package, EEO, and MBE documentation/certification have been reviewed, and you are in receipt of our approval. The Permittee shall employ an actively State certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. Such operator must hold a valid State Certificate of the grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Commission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facilities is 50% complete. This Authorization -to -Construct is issued in accordance with Part III, Paragraph B of NPDES Permit No. NC0036668, issued May 31, 1994 and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the approved plans, specifications, and supporting documents; and are in compliance with the conditions and limitations specified in Permit No. NC0036668. Should non- compliance with NPDES Permit limits be attributable to the absence of tertiary filtration, the permittee shall immediately construct and place into operation tertiary filters necessary to consistently meet NPDES Permit effluent limitations. The town's NPDES Permit may also be administratively reopened to include this requirement. The Permittee shall have an acceptable sludge analysis and a sludge toxicity analysis which have been approved by the Division of Environmental Management, Water Quality Section prior to the disposal of any sludge from the modified wastewater treatment plant. Copies of the analyses, supporting documents, and approvals shall be submitted to the Division of Environmental Management's Wilmington Regional Office. The disposing, selling, or free distribution of wet, dried, composted sludge or sludge -like materials from wastewater facilities without prior review and approval by this Division is illegal. During the construction of the proposed additions/modifications, the permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such a manner, as necessary to comply with the effluent limits specified in the NPDES Permit. You are reminded that it is mandatory for the project to be constructed in accordance with the North Carolina Sedimentation Pollution Control Act, and, when applicable, the North Carolina Dam Safety Act. In addition, the specifications must clearly state what the contractor's responsibilities shall be in complying with these Acts. One (1) set of final approved plans and specifications is to be forwarded to you for your files. The copy of the approved plans and specifications shall be maintained on file by the Owner for the life of the project. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a Professional Engineer certifying that the permitted facility has been installed in accordance with the approved plans and specifications.
