Box 726 Kenansville, NC 27284 SUBJECT: Permit No. NC0036668 Authorization to Construct Town of Kenansville Wastewater Treatment Facilities EPA Project No. C370591-02 Duplin County, NC Dear Mayor Suttles: The final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of modifications to the existing 0.17 mgd wastewater treatment plant to consist of a new 32-foot diameter secondary clarifier, a 300 square foot building to house chlorination equipment, dual 180 gpm return/waste sludge pumps and electrical controls; a 3-inch Parshall flume, modification of the existing chlorine contact chamber to provide chlorine contact chamber and post-aeration/dechlorination basin, a 55 CFM post-aeration/dechlorination blower, effluent sampling equipment, modification of the existing secondary clarifier to provide aerobic sludge digestion using a 3 hp surface aerator, four (4) new sludge drying beds each measuring 25 feet by 50 feet, elimination of existing by-passes, associated yard piping, electrical work, site work, and appurtenances. For any project which is not in compliance with the National Municipal Policy by June 30, 1988, project costs incurred after June 30, 1988 will not be eligible for payments from EPA until such time as the grrntee has cooperatively entered into a consent decree with the EPA/State to obtain a court sanctioned schedule which extends the compliance date to meet final effluent limits established in the NPDES Permit Number NC0036668. Suttles Page 2 Do not proceed with construction until the Authorization -to -Award package, EEO, and MBE documentation/certification have been reviewed, and you are in receipt of our approval if federal funding is desired for project construction. The permittee shall employ an actively State certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. Such operator must hold a valid State Certificate of the grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Commission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facilities is 50%o complete. This Authorization -to -Construct is issued in accordance with Part III, Paragraph C of NPDES Permit No. NC0036668 issued June 29, 1987, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the approved plans, specifications, and supporting documents; and are in compliance with the conditions and limitations specified in Permit No. NC0036668. The permittee shall have an acceptable sludge analysis and a sludge E.P. toxicity analysis which have been approved by the Division of Health Services, Solid Waste Management Branch prior to the disposal of any sludge from the new wastewater treatment plant. Copies of the analyses, supporting documents, and approvals shall be submitted to the Division of Environmental Management's Water Quality Section and the Wilmington Regional Office. During the construction of the proposed additions/modifications, the permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such a manner, as necessary to comply with the effluent limits specified in the NPDES Permit. The approval of the DEM Wilmington Regional Office must be obtained prior to any by-passing of the wastewater treatment plant. You are reminded that it is mandatory for the project to be constructed in accordance with the North Carolina Sedimentation Pollution Control Act, and, when applicable, the North Carolina Dam Safety Act. In addition, the specifications must clearly state what the contractors' responsibilities shall be in complying with these Acts. The selling or free distribution of wet, dried, composted sludge or sludge -like materials from wastewater facilities without prior review and approval by this Division is illegal. One (1) set of final approved plans and specifications is to be forwarded to you, one (1) set to the Environmental Protection Agency (EPA), and one (1) set to the Corps of Engineers.
