Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.* Steps were inset in the proposed retaining wall in order to reduce the impact of the wall in the Zone 2 area. All ground filled behind new wall will remain planting beds planted with vegetation (bushes / trees) that will have better impact on the buffer area than the original grasses existing. Also all filled areas will remain porous. There will be no impervious area added by this project other than the wall thickness itself. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.* The only equipment used will be a mini excavator and it remain in Zone 2 throughout the project. There is no need to disturb Zone 1. If the any erosion potential occurs throughout the project, a continuous silt fence will be established on the Zone 1 to Zone 2 line to stop all materials from entering the river waterway. Based on the level and flatness of the lot as well as the existing soil conditions which are sandy, this is expected to not be an issue at all. E. Diffuse Flow Plan la.
