Yes No Permit Type: NWP Project Description: The North Carolina Department of Transportation (NCDOT) Division 9 intends to replace Bridge No. 230 on SR 2250, Becks Church Road, over Pounder Fork southeast of Lexington. No preliminary designs were available at the time of the archaeological review. Based on the project description, an area of potential effects (APE) measuring 528 feet (nearly 161 meters) long and 120 feet (almost 37 meters) wide was established for the purposes of the archaeological review. Thus, the proposed APE is estimated to encompass approximately 1.5 acres (slightly over .6 hectare). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The initial review of the site maps and files archived at the North Carolina Office of State Archaeology was conducted on June 12, 2017. No previously recorded archaeological resources are located within the proposed APE. While no archaeological resources have been previously identified in the proposed APE, two known archaeological sites are recorded within .5-mile of the project. Site 31DV680**, the Beck;’s UCC Cemetery, is recorded roughly 860 feet southwest existing Bridge No 230. Site 31DV4, a lithic scatter recorded by amateur archaeologists, was identified roughly 1800 feet west of the proposed project on the broad Pounder Fork floodplain. An examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) reveals the following recorded historic property locations within .5-mile of the proposed project: the National Register-listed Beck’s Reformed Church Cemetery (DV0502); and the possible former location of the Henry Hedrick Conrad House (DV0018). An examination of soils in Davidson County presented on the National Resources Conservation Service Web Soil Survey (http://websoilsurvey.nrcs.usda.gov/app/WebSoilSurvey.aspx) indicates that the following soil types fall within the delineated APE: Chewacla loam, 0 to 2 percent slopes, frequently flooded (ChA); and Pacolet sandy loam, 8 to 15 percent slopes (PaD). No further archaeological investigations are required for the project within the area established as the current APE. Should the project change to include a larger footprint than covered by the current APE, further consultation will be necessary. In the unlikely event that archaeological remains are encountered during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group should be notified immediately. “No ARCHAEOLOGY SURVEY REQUIRED” form for the Amended Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 1 of 3 Project Tracking No.: 17-05-0049 Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: As evidenced by the presence of 31DV4 along the Pounder Fork floodplain, the landforms surrounding the proposed project likely retain the potential for archaeological deposits. But, the scale of the project is relatively small and aerial photographs of the vicinity appear to show both some utilities placement adjacent SR 2250 and some evidence of unusual drainage features on the Pounder Fork floodplain. Interestingly, aerial photographs of the project area (as well as Google Street view imagery) show relatively recent utilities facilities and perhaps a sewer-line (utilities pipeline?) immediately northeast of the APE. The possibility that significant archaeological deposits could be located within this small APE is considered to be reasonably low.
