SCTBJECT: Jarmans Oak Mitigation Site,. Onslow County
four concerns and comments on the subject project were received today. We have already taken
steps to ensure that our commitments in Section 7 (Success Criteria) conform to your
recommendations (see below):
"Section 7.0 of the restoration plan should specify that monitoring will take place for a
minimum of Fve years and will continue until success criteria are fulfilled."
"Section 7.6 Vegetation Success Criteria: The restoration plan suggests supplemental
planting if the average site density does not meet designated maximum potential far site
success, the applicant should perform supplemental planning in significantly failing
subsets of the site, even if the overall. site average meets ar exceeds the criteria."
The following staternexats are hereby appended to Section 7 of the project Restoration Plan, dated
December 2006:
Hydrological and vegetation monitoring,. as well as stream monitoring, will take place far
a minimum of five years and will continue beyond the fifth year of monitoring until
success has been achieved.
Supplemental planting will occur within areal subsets of the site if vegetation mortality in
these areas is significant, i.e., results in unacceptable vegetation densities.
Thanks far Hating these deficiencies. In response to an earlier phone comment from Eric Kulz we
have already revised Fgure 12A (enclosed), which depicts the addition of two wetland
depressions to intercept drainage from two non jurisdictional farm ditches before flowing into
project stream reaches.
