REQUEST FOR MORE INFORMATION
Dear Mr. Morrison:
On December 20, 2006, the Division of Water Quality (DWQ) received your application to
impact 0.043 acres of wetland, 1571inear feet of perennial stream, 9,644 square feet (ft2) of Zone
1 Neuse River basin protected riparian buffers and 6,780 square feet (ft2) of Zone 2 Neuse River
basin protected riparian buffers, to construct the proposed residential subdivision. The DWQ has
determined that your application was incomplete and/or provided inaccurate information as
discussed below. The DWQ will require additional information in order to process your
application to impact protected wetlands and/or streams on the subject property. Therefore,
unless we receive five copies of the additional information requested below, we will have to
move toward denial of your application as required by 15A NCAC 2H .0506 and will place this
project on hold as incomplete until we receive this additional information. Please provide the
following information so that we may continue to review your project.
Additional Information Requested:
1. Under Condition No. 4 of GC3402, the DWQ can require stormwater management plans
for developments that have, or are anticipated to have, 30% or greater of impervious
surface area. Furthermore, it is the DWQ's policy that areas of concentrated
development within a project must treat stormwater runoff. Because the average lot size
for this development appears to be approximately one-sixth of an acre, the DWQ
considers the portion of this development that contains the lots to be an area of
concentrated development. Therefore, please provide stormwater management facilities
to treat runoff from the developed portion of this site. Since this is a nutrient sensitive
waters (NSW) watershed, Condition No. 4 of GC 3402 requires that extended detention
wetlands, bio-retention areas, or wet detention ponds followed by forested filter strips
(designed according to the latest version of DWQ's Stormwater Best Management
